Job description:

Adviser on legal, administrative and institutional issues related to personnel, contracting and administration in general.


Function and duties:

  • Follow-up of legal/institutional issues of interest for the Agency; inter-alia:

    • Personnel matters (staff regulations)
    • Public contracts and procurement
    • Legal aspects of documents/EEA products management (Access to documents, Aarhus convention, IPR)


  • Assistance in setting up new rules or other legal instruments:

    • Reviewing of legal instruments used by the Agency and assessment of possible needs/improvements


  • Day-to-day assistance in treating ad hoc questions on legal/institutional issues

    • Support to drafting specific contracts and decisions
    • Legal risk assessment
    • Assistance in defending the EEA against (internal/external) claimants


  • Focal point with EEA external lawyers/other European institutions legal services


    • Exchange of information


  • Assistance to and follow up of ongoing procedures


Eligibility:

Education certificates and diplomas:

  • A university degree in law attested by a diploma

Range of professional experience and skills:

  • A minimum of three years of relevant professional experience for grade A*6 and six years for grade A*7; including experience in working with personnel and contracting issues
  • Good knowledge of EU administrative rules and practices in relation to contracting, personnel and administration in general,
  • Experience of working in an international organisation would be an asset;
  • Working knowledge of French.

General conditions

  • Enjoy full rights as a citizen;
  • Have fulfilled any obligation imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility".
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset.

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The interview will be held for the most part in English.

Recruitment:

The selected candidates shall before recruitment undergo a compulsory medical examination to establish that they meet the standard of physical fitness necessary to perform the duties involved. The selected candidate will be employed for an initial period of four years, renewable.

Candidates who have not been admitted to the selection procedure will be notified by letter. The candidate may ask to have her/his application reconsidered by a sending a request for review to the Chairman of the Selection Committee at the address indicated on the letter within 21 calendar days from the date of the letter of notification.
