The European Environment Agency is seeking to recruit two Temporary Agents with experience in the field of forward looking studies to begin working from 2008.

Job description:

To support the implementation of EEA activities on environmental scenarios, outlooks and other forward looking studies. Particular focus of the successful candidate shall be on the development and application of methods for building, analysing and using environmental scenarios, outlooks and other forward looking studies (including both qualitative and quantitative methods, and both analytical and participatory approaches). The successful candidate shall also be prepared to take a leading role in assessing environmental themes or sectoral issues and their long-term uncertainties in an in-depth and integrated manner – both at the European level and for selected regions.

Functions and duties:

  • Contribute to the implementation of EEA’s strategy in the area of long-term assessments, scenario analysis and other forward looking studies methods;
  • Contribute to the development of forward-looking indicators in line with the EEA reporting framework and the Shared Environmental Information System (SEIS);
  • Contribute to regular European and pan-European State of Environment reporting, as well as to other environmental reporting activities undertaken by the EEA;
  • Co-ordinate activities in this area within the EEA and with relevant institutions and organizations;
  • Conceptualize and implement projects that assess in-depth the long-term consequences and uncertainties of a range of environmental issues;
  • Support the dissemination and use forward looking concepts and methodologies within the EEA and its networks;
  • Support to the development and application of new methods and approaches in the area of environmental scenario analysis and forward looking studies;
    Support the development and use of forward looking indicators in the EEA and its network;
  • Apply methods and techniques for regular integrated environmental assessments and other assessments with a forward looking dimension;
  • Support to EEA’s participation in international meetings and conferences;
  • Produce position papers and provide in-house advice on the use of long-term assessments, environmental scenario analysis and other forward looking studies methods;
  • Draft reports and technical reports on the project and activities undertaken.
  • Support the development and use of forward looking indicators in the EEA and its network.

ELIGIBILITY:

Formal requirements:

Candidates applying must satisfy the following general requirements on the closing date for the submission of applications:

  • Citizenship of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Switzerland and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligation imposed by law concerning military service;
  • Meet the educational requirements as described under “Eligibility”;
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages.

Education certificates and diplomas:

  • A university degree relevant to the field concerned (e.g. natural/social sciences) ideally with a substantial environment focus

Range of professional experience and skills:

  • A minimum of three years of related professional experience, including experience in the field of forward looking studies and scenario analysis;
  • A sound understanding of state-of-the art methods and approaches to developing forward looking studies and scenario analysis as well as the associated methods and approaches (such as quantitative and qualitative methods, analytical and participatory approaches);
  • A sound environmental expertise: experience in the environmental field, with integrated assessment tools and with European policies and related environmental policies;
  • Experience in the management of interdisciplinary projects and working with a broad team of experts;
  • Experience in working in international organisations, projects or similar settings;
  • Good networking, interpersonal and communication skills;
  • Good knowledge of English, including good writing skills;
  • Experience in using scenarios and forward looking studies in a private sector and/or public sector context.

CONTRACTUAL CONDITIONS:

The successful candidate will be offered a Temporary Agent contract in accordance with the Conditions of Employment of Other Servants of the European Communities. The selected candidate will be employed for an initial time period of four years, renewable.

SELECTION PROCEDURE:

Eligibility of candidates will be assessed according to compliance with all formal requirements by the closing date for the submission of applications.

Eligible candidates whose application shows evidence of all required competences and skills may be invited for an interview, which will be held for the most part in English.

Prior to contract signature, the successful candidate will be asked:

  • to provide original or certified copies of all relevant documents proving his/her eligibility, including an extract from his/her police file;
  • to undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved.

Candidates who have not been admitted to the selection procedure will be notified by letter.
