Project Officer - IT developments, data harmonization and QA/QC processes - Contract Agent (Function Group III)

Purpose of post:


The tasks of the Contract Agent relate to technical support for the EEA projects on 'Maintaining and quality assuring EEA priority data flows' and 'Harmonised data structure and query tools across thematic areas and QA/QC processes'. The focus of the contract agent's activities will be to support the collection of environmental data in selected thematic areas (e.g. air, water, nature protection or soil) including improvement and systematic documentation of quality assurance procedures. Under the supervision of the responsible EEA project manager, the contract agent will support the following activities:


Functions and duties:


  • Monitoring of data deliveries from countries in selected thematic areas
  • Evaluation of timeliness and completeness of country data
  • Documentation of existing quality assurance procedures in the Reportnet system
  • Contribution to EEA's data quality reporting

Further tasks will be to support the further development of Reportnet's software tools and to support the environmental data collection and handling in EIONET. The contract agent will support several IT projects which will be carried out in 2005 and 2006 under the EEA project 'Development of Reportnet technical tools to support streamlined reporting' involving relevant EEA staff and an external contractor for software development. Under the supervision of the responsible EEA project manager, the contract agent will contribute to the following activities:

  • Analysis of user requirements for software development work
  • Specification of functional requirements for software tools
  • Participation in the testing of the contractor's software deliverables
  • Review of end-user manuals and on-line help pages


Eligibility


  • Education certificates and diplomas:
    • Post secondary education attested by a diploma
  • Range of professional experience and skills:
    • A minimum of three years' experience in working with IT related projects
    • A strong technical background and experience of software relevant for the respective post
    • Structured approach to planning and undertaking tasks to meet deadlines
    • Good at solving problems and overcoming challenges through cooperation
    • Good networking, interpersonal, communication and presentation skills
    • Knowledgeable about environmental issues and environmental data
    • Experience of working in a multicultural environment is beneficial



GENERAL CONDITIONS:

  • Citizenship of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Romania and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility: Education certificates and diplomas";
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset.

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The interview will be held for the most part in English.

Recruitment:

The selected candidate shall before recruitment undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved. The selected candidate will be employed for a limited time period not exceeding four years.
