Figure EU-28 emissions, 2000-2016 (% of 2000 levels) Evolution of main air pollutant emissions and of the gross domestic product (GDP) in the EU-28; Values for 2000-2017 are expressed as percentage of 2000 levels. GDP is expressed in chain linked volumes (2010), as percentage of the 2000 level. Methane (CH4) emissions are total emissions (Integrated Pollution Prevention and Control sectors 1-7) excluding sector 5: Land-use, land-use change and forestry. The present emission inventories include only anthropogenic non-methane volatile organic compound (NMVOC) emissions.

Expenditure on personal mobility The share of household expenditure on transport includes public transport (transport by train, bus, taxi, ferries and aircraft), operation of private vehicles and purchase of vehicles. Total expenditure is defined as total private consumption in the National Account (CP00). Transport (CP07) is defined as a sum of the National Account consumption groups for: Purchase of vehicles (CP071). Purchases cover purchases by households of new vehicles and purchases by households of second-hand vehicles from other institutional sectors, which are typically garages or car dealers. Sales of second-hand vehicles between households are not covered. Purchases are net of sales by households of second-hand vehicles to other institutional sectors. Member States may take either - a net weight for new cars (gross weight minus the trade-in value of used cars), and a net weight for second-hand cars, or - a gross weight for new cars (not taking into account the trade-in of used cars), and a weight for second-hand cars including any business sector trademargin. Purchases also cover purchases through financial leasing arrangements. Purchases of recreational vehicles such as camper vans, caravans, trailers, aeroplanes and boats are covered by (CP092.1). Operation of personal transport equipment (incl. use of petrol), (CP072). Purchases of spare parts, accessories or lubricants made by households with the intention of undertaking the maintenance, repair or intervention themselves should be shown under (CP072.1) or (CP072.2). If households pay an enterprise to carry out the maintenance, repair or fitting, the total value of the service, including the costs of the materials used, should be shown under (CP072.3). Public transport (CP073) is defined in National Account as Purchased transport services. Purchases of transport services are generally classified by mode of transport (passenger transport by railway, by road, sea and inland waterway, combined passenger transport and other purchased transport services). When a ticket covers two or more modes of transport, for example, intra-urban bus and underground or inter-urban train and ferry and the expenditure cannot be apportioned between them, then such purchases should be classified as combined passenger transport. The latter excludes holiday packages (can be found as CP096). Costs of meals, snacks, drinks, refreshments or accommodation services have to be included if covered by the fare and not separately priced. If separately priced, these costs have to be classified in Division 11. School transport services are included, but ambulance services are excluded (CP062.3). The proportion of household expenditure for private transport is defined as the sum of the private transport groups (CP071 + CP072 + CP073) divided by the total private consumption (CP00). The classification of consumption groups is made according to the COICOP classification: Classification of individual consumption by purpose (Eurostat, 2000 and Eurostat, 2009).

Final energy consumption intensity   Final energy consumption covers energy supplied to the final consumer for all energy uses. It is calculated as the sum of final energy consumption of all sectors. These are disaggregated to cover industry, transport, households, and services and agriculture. Total final energy intensity is defined as total final energy consumption (consumption of transformed energy such as electricity, publicly supplied heat, refined oil products, coke, etc, and the direct use of primary fuels such as gas or renewables, e.g. solar heat or biomass) divided by gross domestic product (GDP) at constant 2000 prices. The GDP figures are taken at constant prices to avoid the impact of inflation, base year 2000. Household energy intensity is defined as household final energy consumption divided by population. Transport energy intensity is defined as transport final energy consumption divided by GDP at constant 2000 prices. Industry energy intensity is defined as industry final energy consumption divided by industry Gross Value Added at constant 2000 prices. This excludes final energy consumption and gross value added from construction.  Services energy intensity is defined as services final energy consumption divided by services Gross Value Added at constant 2000 prices. Value added of services is the sum of 3 value added : G_H_I : Wholesale and retail trade, repair of motor vehicles, motorcycles and personal and household goods; hotels and restaurants; transport, storage and communication, J_K - Financial intermediation; real estate, renting and business activities and L_TO_P - Public administration and defence, compulsory social security; education; health and social work; other community, social and personal service activities; private households with employed persons

Investment in transport infrastructure The term “transport infrastructure” refers only to infrastructure that is open to the general public. It covers buildings and other constructions, as well as machinery and equipment, but it excludes vehicles and rolling stock. Investment in infrastructure covers expenditure on new construction, and the extension of existing infrastructure, including reconstruction, renewal and major repairs to infrastructure. For rail, infrastructure includes land, permanent-way constructions, buildings, bridges and tunnels, as well as immovable fixtures, fittings and installations connected with them (signaling, telecommunications, catenaries, electricity sub-stations, etc.) as opposed to rolling stock. For road, maintenance includes surface maintenance, patching and running repairs (work relating to the roughness of the carriageway wearing course, roadsides, etc.). For inland waterways, expenditure on locks is included.

Size of the vehicle fleet in Europe Vehicle ownership is defined as the number of road vehicles (passenger cars and two-wheelers) per number of inhabitants. The numbers of buses and coaches per number of inhabitants has also been included. The indicator can be extended to include other vehicles specified by passenger transport mode (i.e. coaches, rail, maritime, air), although these are not privately owned. Freight transport intensity is defined as the number of vehicles per unit of GDP, specified by freight transport mode (road, rail, inland, maritime). The share of diesel cars in the entire passenger car fleet is defined as the number of diesel vehicles per total number of passenger cars.
