The Management Board is the decision-making body of the European Environment Agency. The Management Board decisions include: adoption of the annual and multiannual work programmes, annual reports and other strategic documents, approval of the Agency’s budget, appointment of the Executive Director and the accounting officer, election of Board Chair and Vice-Chairpersons and designation of members of the Scientific Committee.

Who is on the Board and how are the members appointed?

The Board consists of representatives of the 32 member countries, two representatives of the European Commission and two representatives designated by the European Parliament. Each member of the Management Board may be represented by an alternate member.
The Board members from the EU Member States, the Commission and those designated by the Parliament have voting rights.

The Board members and their alternates are officially appointed by the countries through their permanent representation in Brussels. The Board members are high-level servants of the ministries responsible for the field of environment. They have both advisory and management functions on the policy side, as well as involvement in national activities on the collection of environmental information in their home country. Most of the current Management Board members hold a post at the Director General or deputy Director General level.

The Chairperson and the three-five Vice-Chairpersons of the Board are elected from amongst its members for a term of three years.

How is the Bureau composed?

The Chairperson, the three-five Vice-Chairpersons, one Commission representative and one of the members designated by the European Parliament constitute the Bureau of the Agency. The Bureau is entitled to take executive decisions, necessary for the effective operation of the Agency, in between meetings of the Management Board.

The decisions taken by the Bureau, in consultation with the Executive Director and the Chairperson of the Scientific Committee, are either delegated on a permanent basis, and hence listed in the rules of procedure of the Management Board and the Bureau, or are explicitly delegated by the Management Board of the Agency.
