Project Manager – Marine sustainability assessments Contract Agent (FG IV)

The European Environment Agency (EEA) is organising an open competition with a view to recruiting a contract agent to work as Project Manager in the area of integrated marine resources management and related maritime matters and further with a view to establishing a reserve list. 

THE AGENCY:

The EEA is an Agency of the European Union (EU) and one of the decentralised Union bodies. The EEA aims to support sustainable development and to help achieve significant and measurable improvement in Europe’s environment, through the provision of timely, targeted, relevant and reliable information to policy-making agents and the public. 

JOB DESCRIPTION:

The EEA is seeking to recruit an experienced environmental analyst with expertise on ecosystem-based approaches to managing and enhancing the sustainable use of the natural capital of Europe's seas.

Under the responsibility of the Head of Group – Water and marine, reporting to the Head of the Natural systems and sustainability Programme, the Project Manager shall be responsible for providing strategic planning and operational delivery of integrated and policy relevant assessments contributing to the knowledge base related to the ecosystem-based management which underpins the MSFD and the development of the European Union’s (EU) Blue Growth objectives, which aspire to a sustainable use of the seas.

The main scope of work relates to describing how ecosystem-based management could materialise in the marine context and how to improve marine knowledge, as well as considering future challenges in relation to the long-term sustainability of maritime activities (systems / transition analysis). Human activities are reaching levels that threaten the productivity and resilience of our seas, and our wellbeing. Degrading the oceans’ life-support function actually means crossing a critical planetary boundary, which is central to the vision of EU’s 7th EAP. Focus will also be on the effectiveness of main EU policy tools that support determining the 'safe operating space' to allow Europe's maritime sectors to flourish; policies that also provide a framework that can be adapted to deal with further changes and uncertainty in the state of Europe's marine environment.

The successful candidate is professional, creative and motivated by environmental matters at large, has very good analytical skills and can demonstrate excellence in their chosen field, and is able to network with partners across Europe (e.g. EEA member countries, European Commission services, European Parliament, Regional Sea Conventions, ICES and other international organisations).

The position will entail the following tasks carried out in line with the objectives of the EEA multi annual work programme and the annual management plan:

  • Initiate, develop, manage and deliver EEA activities on sustainability assessments of the state of the marine environment and related maritime human activities, following the DPSIR approach;
  • Coordinate gathering and integration of information on socio-economic drivers and resulting pressures on marine ecosystems, assess state, impacts and responses linking to a wider sustainability context of food, energy, mobility, health systems;
  • Provide marine and maritime contributions to EEA overall state-of-the-environment and Outlook assessments, and contribute to major EEA outputs (Ecosystems assessment, SOER 2020);
  • Support EEA activities in MSFD Common Implementation Strategy, Regional Sea Conventions and the Eionet;
  • Contribute to the development, maintenance and use of EEA coastal, marine and maritime indicators in support of marine and maritime integrated assessments;
  • Steer contributions from the European Topic Centres  on Inland, Coastal and Marine Waters to the above functions;
  • Support EU policy implementation processes and targets relevant to marine environment and Blue growth agenda, and interact with key external institutional partners and European and international organisations conducting these policies and strategies;
  • Initiate and maintain the necessary networks and partnerships with EEA member countries;
  • Contribute to communication activities towards EEA clients and the general public, e.g. in the form of reports, briefings, web and oral presentations. 

ELIGIBILITY CRITERIA:

Candidates applying must satisfy the following eligibility criteria on the closing date for the submission of applications:

a)       Successful completion of university studies attested by a degree relevant to the field concerned (e.g. marine biology, oceanography) of at least 3 years, plus 1 year of appropriate professional experience;

b)       A minimum of 3 years of relevant professional experience after achieving the qualification set out above.

In addition, in order to be eligible a candidate must:

  • Be a national of one of the member countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Switzerland and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Have a thorough knowledge of one of the languages of the EEA member countries and a satisfactory knowledge of another of these languages (corresponding to level B.2 of the Common European Framework of Reference for languages CEFR);
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post.


Candidates should assess carefully and check before submitting their application whether they fulfil all the conditions for admission laid down in the vacancy notice, particularly in terms of qualifications and relevant professional experience. 

SELECTION CRITERIA: 

Essential:

 

  • Good knowledge in the field of maritime activities and their environmental impacts, coastal development and relevant assessments, in relation with the key EU policies and from an ecosystems perspective;
  • Good cross-cutting knowledge of European policies and related sustainability and environmental policies (e.g. the Marine Strategy Framework Directive (MSFD), the Water Framework Directive (WFD), the nature Directives, the 2020 Biodiversity Strategy, the Maritime Spatial planning (MSP)/Integrated Maritime Policy (IMP); the Common Fishery Policy (CFP));
  • Relevant experience in developing and publishing assessments on the state of the marine environment;
  • Experience with the MSFD implementation process, as well as the Eionet marine and coastal NRC network and processes related to the activities of the Bucharest and Barcelona Conventions;
  • Relevant skills in networking and strategic development of sustainability and environmental assessments and information provision in the maritime field;
  • Knowledge of global processes linked to marine and freshwater, e.g. the UN 2030 Agenda SDGs;
  • Knowledge on transitional and coastal waters’ environment;
  • Good knowledge of written and spoken English;
  • Ability to prioritise work and manage his/her responsibilities;
  • Good organisational and interpersonal skills;
  • Excellent communication skills; 

 

Advantageous: 

  • Ph.D. in relevant field and track record of academic and peer-reviewed publications;
  • Good knowledge of the freshwater environment and related policies (e.g. WFD, Floods Directive, industry Directives, water scarcity and droughts strategy) and sea land interactions (e.g. for example in relation with plastics; eutrophication or contaminants);
  • Knowledge and experience with the development and implementation of the MSFD. Participation in WGs, for example GES and DIKE.

 

CONTRACTUAL CONDITIONS: 

The successful candidate will be offered a Contract Agent contract in accordance with Article 3a) of the Conditions of Employment of Other Servants of the European Union. The duration of the contract will be for a limited period of four years with the possibility of being renewed once for up to the same period. 

Successful candidates who are recruited undergo an initial probation period of 9 months. 

Please note that recruitment is done in the first step of the grade within Function Group IV to which the successful candidate qualifies, depending on the duration of the acquired professional experience.

The place of work will be Copenhagen, Denmark.

It is brought to the particular attention of candidates that the provisions of Articles 11 to 26 of the Staff Regulations, concerning the rights and obligations of officials, shall apply by analogy to Temporary Agents. These rules specify that: 

“An official shall carry out his duties and conduct himself solely with the interests of the Union in mind. He shall neither seek nor take instructions from any government, authority, organization or person outside his institution. He shall carry out the duties assigned to him objectively, impartially and in keeping with his duty of loyalty to the Union. 

An official shall not without the permission of the appointing authority accept from any government or from any other source outside the institution to which he belongs any honour, decoration, favour, gift or payment of any kind whatever, except for services rendered either before his appointment or during special leave for military or other national service and in respect of such service. 

Before recruiting an official, the appointing authority shall examine whether the candidate has any personal interest such as to impair his independence or any other conflict of interest. To that end, the candidate, using a specific form, shall inform the appointing authority of any actual or potential conflict of interest. In such cases, the appointing authority shall take this into account in a duly reasoned opinion. If necessary, the appointing authority shall take the measures referred to in Article 11a(2).”

SELECTION PROCEDURE: 

A Selection Committee is set up for the selection procedure. It consists of members designated by the Appointing Authority and the Staff Committee. The Selection Committee is bound by the principle of confidentiality as enshrined in Article 6 of Annex III to the Staff Regulations. This works in two ways: first, it imposes obligations to ensure equal treatment for candidates; and second, it seeks to protect the Selection Committee to ensure that its decisions are totally impartial.

The Selection Committee adheres strictly to the conditions of admission laid down in the vacancy notice when deciding whether or not candidates are eligible. Candidates admitted to a previous selection procedure will not automatically be eligible. Candidates are strictly forbidden to make any contact with the members of the Selection Committee, either directly or indirectly. Any infringement of this rule will lead to disqualification from the selection procedure.

Should the Selection Committee discover at any stage in the procedure that the candidate does not meet one or more of the general or special conditions for admission to the selection procedure, the candidate will be disqualified.

The Selection Committee decides on those candidates who are admitted to the selection procedure in accordance with the requirements as specified under eligibility criteria. The applications of the candidates admitted to the selection procedure are reviewed to establish whether or not they show evidence of all requirements as specified under selection criteria. The Selection Committee will invite for an interview up to a maximum of 10 candidates that they deem best qualified. The interview will be held in English and the candidate’s knowledge of other languages will also be assessed during the interview. Candidates invited for an interview will be asked to undergo a written test in the area of expertise required for the post. The test and the interview will take place in Copenhagen (Denmark) where the EEA has its seat and where the place of employment is.

At the end of the interviews the Selection Committee will submit the list of suitable candidates to the Appointing Authority who will decide on the appointment of the successful candidate and the establishment of a reserve list for the post advertised or similar posts that may become available. This usually follows from follow-up recruitment interviews conducted by the Appointing Authority with the suitable candidates. Candidates shall note that inclusion on the reserve list does not guarantee recruitment. Recruitment will be based on availability of posts and budget.

The reserve list for this post will be valid until 31 December 2018 and may be extended at the discretion of the Appointing Authority.

Prior to contract signature, the successful candidate will be asked:

  • to provide original or certified copies of all relevant documents proving his/her eligibility, including a police certificate confirming the absence of any criminal record;
  • to undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved.

Any personal data provided by the applicant shall be processed pursuant to European Regulation related to personal data protection, in particular Regulation (EC) No 45/2001 on the protection of individuals with regard to the processing of personal data by the Union institutions and bodies and on the free movements of such data. The applicant shall have the right of access to his/her personal data and the right to rectify or update any such data that is inaccurate or incomplete at any time during the application procedure. The right to rectify can only be exercised up to the closing date for submission of applications. The complaint must be lodged within 3 months. The time limit for initiating this type of procedure starts to run from the time the candidate is notified of the act adversely affecting him/her.

Please note that the Appointing Authority does not have the power to amend the decisions of a Selection Committee. The Court has consistently held that the wide discretion enjoyed by the Selection Committee is not subject to review by the Court unless rules which govern the proceedings of the Selection Committee have been infringed.
