Policy Document
The Ecodesign Directive is a framework Directive: it does not set binding requirements on products by itself, but through  implementing measures  adopted on a case by case basis for each product group. All guiding principles for developing implementing measures are set in the  framework Directive 2009/125/EC . The list of product groups to be addressed through implementing measures is established in the periodic  Working Plan .  Standardisation  supports the implementation of the Ecodesign Directive (notably through harmonised standards giving presumption of conformity with all or some Ecodesign legal requirements).

Intensity of final energy consumption in Europe This indicator measures final energy consumption, which covers energy supplied to the final consumer for all energy uses. It is calculated as the sum of the final energy consumption of all end-use sectors. These sectors are disaggregated to cover the industry, transport, households, services and agriculture sectors. Total final energy intensity is defined as total final energy consumption (consumption of transformed energy, i.e. electricity, publicly supplied heat, refined oil products, coke, etc., and the direct use of primary fuels such as gas or renewables, e.g. solar heat or biomass) divided by GDP at 2010 prices. For a comparison of GDP and final energy intensity in a year between countries, the GDP figures can be taken at purchasing power parity (PPP) to eliminate the differences in price levels, allowing meaningful volume comparisons of GDP figures between countries. Households energy intensity is defined as final households energy consumption divided by population. Transport energy intensity is defined as final transport energy consumption divided by GDP at 2010 prices in billions of euros. Industry energy intensity is defined as final industry energy consumption divided by industry gross value added (GVA) at constant 2005 prices. This excludes final energy consumption and GVA from construction. Services energy intensity is defined as final services energy consumption divided by services GVA at constant 2005 prices. The value added of services is the sum of the following seven values added: wholesale and retail trade, transport, accommodation and food service activities; information and communication activities; financial and insurance activities; real estate activities; professional, scientific and technical activities; administrative and support service activities; public administration, defense, education, human health and social work activities; arts, entertainment and recreation; other service activities; activities of household and extra-territorial organisations and bodies. Agriculture and fisheries energy intensity is defined as final agriculture and fisheries energy consumption divided by agriculture, forestry and fishing GVA at constant 2005 prices.

Overview of electricity production and use in Europe Total gross electricity generation covers gross electricity generation in all types of power plants. Gross electricity generation at plant level is defined as the electricity measured at the outlet of the main transformers, i.e. the consumption of electricity in the plant auxiliaries and in transformers is included. Electricity production by fuel is the gross electricity generation from plants using the following fuels: coal and lignite, oil, nuclear, natural and derived gas, renewables (wind, hydro, biomass and waste, solar photovoltaics and geothermal) and other fuels. The latter include electricity produced from power plants not accounted for elsewhere such as those fuelled by certain types of industrial wastes, which are not classed as renewable. Other fuels also include the electricity produced as a result of pumping in hydro power stations. The share of each fuel in electricity production is taken as the ratio of electricity production from the relevant category against total gross electricity generation. It should be noted that the share of renewable electricity in this indicator, based on production, is not directly comparable with the share required under Directive 2001/77/EC, which is based on the share of renewables in electricity consumption. The difference between both shares is accounted for by the net balance between imports and exports of electricity and by how much domestic electricity generation is increased or reduced as a result. Final electricity consumption covers electricity supplied to the final consumer's door for all energy uses. It does not include the electricity producer's own use or transmission and distribution losses. It is calculated as the sum of final electricity consumption from all sectors. These are disaggregated to cover industry, transport, households and services (including agriculture and other sectors).

The GDP figures are taken at constant prices to avoid the impact of inflation, base year 2005. Household energy intensity is defined as household final energy consumption divided by population. Transport energy intensity is defined as transport final energy consumption divided by GDP at constant 2005 prices. Industry energy intensity is defined as industry final energy consumption divided by industry Gross Value Added at constant 2005 prices. This excludes final energy consumption and gross value added from construction.  Services energy intensity is defined as services final energy consumption divided by services Gross Value Added at constant 2005 prices. Electricity consumption, energy efficiency and ownership of household appliances This indicator presents  trends in consumption of electricity in households, and in the efficiency and stock of three key appliances in the EU-28. The use of electricity in households for different types of end uses is shown in figure 1, while figure 2 shows energy consumption, average specific energy consumption (efficiency) and total stock of key household appliances, and trends in total electricity consumption for all appliances in the EU28.
