Each bar and bullet represents a percentage change in the greenhouse gas emissions covered under Decision 406/2009/EC (the Effort Sharing Decision, ESD) between the 2005 base-year level and 2015 or 2016, at national level. See section "methodology" for further details on the calculation of base-year levels.

Methodology

Based on:
• 2015 greenhouse gas emissions covered by the ESD as determined following the 2017 annual review of national greenhouse gas inventory data pursuant to Article 19(1) of Regulation (EU) No 525/2013;
• 2016 approximated ESD emissions calculated by EEA on the basis of:
   - 2016 approximated GHG inventories submitted by 31/07/2017 + gap-filling, under Article 8 of Regulation (EU) No 525/2013;
   - 2016 ETS verified emissions (EUTL extract of 20/07/2017);
   - 2016 CO2 emissions from domestic aviation from 2016 GHG inventories;
   - 2016 total NF3 emissions from 2016 GHG inventories;
• 2005 ESD base-year levels, calculated by EEA so as to be consistent with the relative 2020 ESD target (expressed in the 2009 ESD as a percentage of 2005 emissions) and the absolute 2020 target (set in a 2013 Commission Decision). The EEA calculates 2005 ‘ESD base-year emissions’ as follows: ESD base-year emissions = 2020 absolute target/(1 + % of 2020 ESD target).
