1) In relation to policy and management, command-and-control instruments (e.g. mechanisms, laws, measures) rely on prescribing rules and standards and using sanctions to enforce compliance with them. 2) Command-and-control regulation requires polluters to meet specific emission-reduction targets and often requires the installation and use of specific types of equipment to reduce emissions.
