Greenhouse gas emission trends, projections and targets in the EU

Historic trends from 1990 to 2016 are represented in solid lines.The 2016–2017 trend is approximated (preliminary estimates). Projections until 2035 are represented in dashed lines.The upper line represents the scenario "with existing measures" (WEM), while the lower line represents the scenario "with additional measures" (WAM). EU targets and objectives for 2020, 2030 and 2050 are represented as bullets.
Additional information
The GHG emission trends, projections and targets include emissions from international aviation, and exclude emissions and removals from the land-use sector. The WEM scenario reflects existing policies and measures, while the WAM scenario takes into account the additional effects of planned measures reported by Member States. For the most part, these projections were reported in 2017 and therefore do not reflect the expected effects of recent policy adopted for the period after 2020.
Methodology
Based on data reported by Member States under the Monitoring Mechanism Regulation (Regulation (EU) No 525/2013):
- 1990-2015 historic trends from national greenhouse gas inventories submitted by 1/06/2017
- 2017 approximated inventories submitted by 31/07/2018 + gap-filling projections submitted by Member States in 2017
