Publication Building a coherent Trans-European Nature Network
Despite a strong policy framework and significant efforts by Member States (MSs) to halt biodiversity loss and ecosystem degradation in Europe, the conservation status of protected species and habitats continues to decline along with the provision of ecosystem services. The new EU biodiversity strategy to 2030 addresses this decline with a plan to ‘build a truly coherent Trans-European Nature Network’. This will be built on the existing Natura 2000 network by analysing the potential connectivity between Natura 2000 sites using green infrastructure (GI) landscape elements important for delivering ecosystem services.

Figure Seasonal water scarcity conditions across Europe, measured by the water exploitation index plus (WEI+) for sub river basins, summer 2019
Water exploitation index plus (WEI+) illustrates the percentage of water use versus water available in the respective subbasin
Figure Population-weighted concentrations (micrograms per cubic meter) of fine particulate matter (PM₂.₅) in the richest and poorest NUTS3 regions in the EU-27, 2007-2020
The figure shows the annual average population weighted concentration of PM₂.₅ in the poorest quintile (upper line) and richest quintile (lower line) of NUTS3 regions in the EU, as measured by Gross Domestic Product (GDP) per capita at purchasing power standard.

Figure Average greenhouse gas intensity of road transport fuels in the EU, 2010-2022
The EU has not succeeded in meeting its target to reduce, by 2020, the greenhouse gas emission intensity of fuels sold for road transport to 6% below 2010 levels. Between 2010 and 2022, the emission intensity decreased by 5.6%.
Figure Average greenhouse gas intensity of road transport fuels in the EU, 2010-2021
The EU has not succeeded in meeting its target to reduce, by 2020, the greenhouse gas emission intensity of fuels sold for road transport to 6% below 2010 levels. Between 2010 and 2020, the emission intensity decreased by 5.5%, mostly due to the increased use of biofuels. Eleven countries have succeeded in decreasing their emission intensities by more than 6%. If Indirect Land Use Change (ILUC) effects of biofuel production are considered, the emission intensity of fuels sold in the EU decreased slightly between 2019 and 2020.
