Call for expression of interest: Natural or legal persons wishing to be included in the list are invited to submit an application in accordance with the provisions of this notice.
The contracting authority will include in the list all applicants who meet the criteria set out in section 8 below.
For each specific contract in the fields described in section 4, the contracting authority will forward the invitation to tender and the specifications to all candidates meeting the relevant criteria or to certain candidates selected on the basis of appropriate preselection criteria for the contract concerned.

The list (and sub-lists) drawn up as a result of this notice will be used exclusively for contracts for an estimated amount below the limits set out in Article 158 of the Financial Implementing Regulation (Commission Regulation 2342/2002) currently 154,014 EUR.
The list will be subdivided into sub-lists, each of them corresponding to one of the areas set out in section 4.
Candidates who fail to fulfil the conditions will be excluded. Any candidate excluded has the right to submit a revised application.

Fields: The European Environment Agency is seeking potential contractors to conduct various activities within the realms of training / development of competencies.
Please note that the training activities are to be conducted either on the Agency's premises or in close proximity to the Agency's address and all instruction should be in English. The agency employs approximately 130 staff of different nationalities and educational background.
Applicants must clearly mention for which of the following fields they are applying:

A) Management training

This area covers all training, coaching and team building activities for both top and middle management. These activities may potentially include everything from pre-managerial position training to coaching of top management with a view to strengthening/enforcing the applied managerial skills.

B) Project management training and coaching

Introduction courses to project management - including creating a framework for the "EEA way of doing projects" (standard templates for project planning, reporting, etc.). Courses should preferably be thought into an action learning perspective.

C) Personal and organisational effectiveness

Training courses similar to:

- how to conduct effective meetings;

- effective teams (multicultural);

- presentation techniques;

- communication;

- interviewing techniques;

- stress management;

- personal assistant training;

- assertiveness;

- active listening;

- realising one's potential, etc.

D) Assessment and gap analyses of individual competencies

Performing tests and assessments, selection and recruitment, risk and control assessments (developing self assessment tools).

E) Health and safety

We have the equipment, but would appreciate guidance/instruction/training and consultation for our office personnel in ergo therapy, gymnastics, health care, etc.

Training courses are to be conducted in DK-Copenhagen.

Validity: The list and the sub lists will remain valid for 3 years from the date of dispatch of this notice. Applications may be submitted at any time during this period with the exception of the last three months of this period.
7.
Groups: Groups of service providers may apply. Groups must nominate a lead member, who will take full responsibility for the work of the group as a whole, should the group be awarded a contract.
8.
Exclusion and selection criteria:
  1 Exclusion criteria: Candidates or tenderers shall be excluded from participation in a procurement procedure if:

a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;

b) they have been convicted of an offence concerning their professional conduct by a judgement which has the force of 'res judicata';

c) they have been guilty of grave professional misconduct proven by any means which the contracting authority can justify;

d) they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those where the contract is to be performed;

e) they have been the subject of a judgement which has the force of res judicata for fraud, corruption, involvement in a criminal organization or any other illegal activity detrimental to the Communities' financial interests;

f) following another procurement procedure or grant award procedure financed by the Community budget, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations.

Candidates or tenderers must certify that they are not in one of the situations listed above.

  2 Selection criteria: a) Legal status;

b) Economic and financial capacity;

c) Technical and professional capacity.

10. a) Submission of applications: Applications should be sent to European Environment Agency, Call for Expression of Interest EEA/ADS/04/001, Kongens Nytorv 6, DK-1050 Copenhagen K.
  b) Submission of applications: The original and 2 copies of the application must be placed together inside a sealed envelope, which is to be marked 'Not to be opened by the EEA's internal mail service'.
This sealed envelope is then to be placed inside another sealed envelope, and to be sent to the address mentioned in section 10.a).
  c) This call for expression of interest is divided into 5 sub-lists - see section 4.
