See all EU institutions and bodiesThe European Environment Agency (EEA) welcomes the Climate Resilience Framework, launched today by the European Commission. The EEA has launched the Navigator of Climate Resilience Tools, designed to help policymakers, public authorities, businesses and other users identify climate resilience tools that best match their needs.
EEA data and assessments show that the effects of climate change do not stop at national borders and are best tackled at European level. The framework builds on this understanding, and the EEA will contribute by building further on its work on climate resilience, providing knowledge, data and practical tools for action at European, national and local level.
The EEA welcomes the Climate Resilience Framework and stands ready to support it with the knowledge, data and tools Europe needs. Building resilience requires not just an understanding of climate risks, but also the right tools to act on them. By guiding users to trusted resources for risk assessment, adaptation planning and implementation, we make existing expertise more accessible and help accelerate resilience-building across Europe.

Navigator of Climate Resilience Tools
The European Environment Agency (EEA) has launched the Navigator of Climate Resilience Tools on Climate-ADAPT, a curated catalogue of interactive tools covering every stage of climate adaptation, from assessing risks to planning, implementing and monitoring measures. Planners, local authorities and businesses preparing for heatwaves, floods and droughts can now find the right digital tools in one place. Each tool has been carefully reviewed by EEA experts, with the support of the EEA’s network of member and cooperating countries, Eionet.
Users can explore tools by sector, climate hazard, region and adaptation needs, making it easier to identify suitable resources for assessing risks, planning responses and monitoring progress.
The Navigator will continue to evolve as scientific evidence, datasets and climate projections are updated, with new tools and features added over time. Together with the European Climate Viewer and the Mission Solutions Explorer, it gives easy access to data, tools, services and practical solutions for climate adaptation.
European climate adaptation platform and EUCRA-2
Alongside the Navigator, the recently improved European climate adaptation platform (Climate-ADAPT) provides access to climate risk information, adaptation policies and guidance, methodologies, adaptation options and illustrative case studies showing how resilience measures are being implemented across Europe.
Further the EEA today is publishing the methodology paper on the next European Climate Risk Assessment (EUCRA-2). The EUCRA-2 will be designed around users’ needs and developed collaboratively with stakeholders, drawing on leading practices and existing climate-risk knowledge. It takes a holistic, solution-oriented and policy-relevant approach that considers interconnected risks and identifies practical adaptation barriers, enabling conditions and policy levers.
