SOER 2020 Executive Summary

The European environment – state and outlook 2020 is published by the EEA every five years as mandated in its regulation. SOER 2020 is the 6th SOER published by the EEA since 1995. It offers solid, science-based insights on how we must respond to the huge and complex challenges we face, such as climate change, biodiversity loss and air and water pollution.

Soil resource efficiency in urbanised areas - analytical framework and implications for governance

In this report, we have explored the notion of soil as an integral part of ecosystems and natural capital, and thus focused on the stock of the soil resource and the flows of valuable goods and services that can be derived from this stock. The concept of natural capital recognises soil as an asset that is of use and benefit to society (also called a 'productive' asset). Putting soil within the framework of the land system allows a connection to be made with governance, including soil resource efficiency.

Spatial analysis of green infrastructure in Europe

The objective of this report is to propose a feasible and replicable methodology for use by different entities and at varying scales, when identifying Green Infrastructure (GI) elements. The proposed methodology will help those policymakers and practitioners define a landscape GI network to identify areas where key habitats can be reconnected and the overall ecological quality of the area improved.

Spatial assessment of PM10 and ozone concentrations in Europe (2005)

This report presents particulate matter (PM10) and ground‑level ozone concentration maps covering the whole of Europe. The interpolated maps are based on a combination of measurement and regional modelling results. Using measured concentrations as a primary source of information, the report summarizes the methodologies and the methodological choices taken in order to derive such maps.

State of Europe's seas

The main aim of this report is to assess whether Europe's seas can be considered healthy, clean and undisturbed, and productive. These are three core aspects of the EU's main marine policy instrument — the Marine Strategy Framework Directive — and relate to the condition of marine ecosystems and the human drivers of ecosystem change. This assessment also involves identifying the main sustainability challenges affecting our seas, and how the EU is responding to these challenges. Ultimately, the report argues that EU is not on the path to fulfil its ambition of achieving sustainable use of its seas; although it is fully empowered to do so through the current array of policies and knowledge. This report also discusses how a long-term transition to sustainability could then be secured using the available policies and knowledge.

State of nature in the EU

Results from reporting under the nature directives 2007-2012. This report describing the state of nature in the EU is based on reports from Member States under the Birds and the Habitats directives and on subsequent assessments at EU or EU biogeographical levels. It provides comprehensive facts and figures on the status and trends of the species and habitats covered by the two EU nature directives, fully underpinned by the numerous reports submitted by Member States in 2013.

This report describes the state of nature in the EU during the period from 2013 to 2018, based on Member States′ reporting under these directives and on subsequent assessments at EU or EU biogeographical and marine levels. Corrigendum: this version corrected a typo on the percentage of 'exploitation of species' - from 18 % to 13 % - in Figure 4.1.

European waters -- Assessment of status and pressures 2018

The main aim of EU water policy is to ensure that a sufficient quantity of good-quality water is available for both people's needs and the environment. The Water Framework Directive (WFD), which came into force in 2000, established a framework for the assessment, management, protection and improvement of the quality of water resources across the EU. Since December 2015, EU Member States have been publishing the second river basin management plans (RBMPs) for achieving the environmental objectives of the WFD. These plans are updates of the first RBMPs, which were published in 2009.

Status of black carbon monitoring in ambient air in Europe

This report provides a summary of black carbon (BC) definitions as discussed in the air quality monitoring community. Secondly, it provides a summary of the current status of BC-related monitoring in Europe. Information presented in the report includes an overview of available measurement techniques and associated technical issues, monitoring networks and current data reporting practices.

Invasive alien species indicators in Europe - a review of Streamlining European Biodiversity (SEBI) Indicator 10

To support the 'Streamlining European 2010 Biodiversity Indicators' (SEBI 2010) process, the European Environment Agency (EEA) commissioned a study to revisit and further develop the indicator 'Invasive alien species in Europe'. The aim of the current project is to critically review and improve this indicator, and propose an updated methodology. Further, options for methodologies of new indicators, which monitor IAS over time across Europe, will be discussed. Particular attention is given to closely linking the indicator(s) to recent biodiversity policy goals and developments.

Summer 2014 ozone assessment

The European Union (EU) has defined various standards to protect human health against pollution by ozone, including: information threshold, alert threshold, and long-term objective (LTO). During summer 2014, concentrations of ground-level ozone significantly exceeded these standards. However, the number of exceedances was lower than in many previous years, continuing the long-term downward trend observed over the last 25 years. The first standard, information threshold (whereby a 1 hour concentration of 180 μg/m3 triggers an obligation to inform the population on possible risks), was exceeded at approximately 9% of all stations providing data. The alert threshold (which is triggered when a 1 hour concentration exceeds 240 μg/m3 and requires countries to take immediate action) was exceeded only 4 times. The long-term objective (LTO, i.e. the maximum daily 8-hour mean concentration of ozone should not exceed 120 μg/m3) was exceeded in almost all Member States and in 81% of all reporting stations.
