Europe's sustainability transitions outlook

Polycrisis. This rather disturbing term has come to be used to describe the current context in which our societies and politics operate. Broadly speaking, polycrisis describes a convergence of economic, social, geopolitical and environmental crises which together create systemic risks to the world as we know it. Regardless of the term itself, the EU's efforts to transition to sustainability now exist within such a context, putting environmental policy implementation under strain and calling for a balance between short-term responses and long-term sustainability goals.

Europe's urban air quality — re-assessing implementation challenges in cities

This report analyses the implementation of EU air quality legislation at the urban level and identifies some of the reasons behind persistent air quality problems in Europe's cities. It is produced in cooperation with 10 cities involved in a 2013 Air Implementation Pilot project: Antwerp (Belgium), Berlin (Germany), Dublin (Ireland), Madrid (Spain), Malmö (Sweden), Milan (Italy), Paris (France), Plovdiv (Bulgaria), Prague (Czechia) and Vienna (Austria).

Evaluation of progress under the EU National Emission Ceilings Directive

This report considers whether the EU has successfully addressed environmental and health objectives for 2010, set out when the National Emission Ceilings Directive was adopted in 2001. Certain objectives appear to be met according to the original scientific understanding used to inform the directive. But when using the improved scientific understanding of air pollution now available, it is clear that emissions need to be even further reduced to protect health and the environment.

Explaining road transport emissions - A non-technical guide

Road transport is an important source of both greenhouse gases and air pollutants. Despite improvements in vehicle efficiencies over past decades, today the sector is responsible for almost one fifth of Europe's greenhouse gas emissions. Emissions from vehicles also lead to high concentrations of air pollutants above EU standards in many of Europe's cities. This report provides a summary of the current knowledge on vehicle emissions in Europe. It also explains how emissions are monitored and the common technologies used to limit them.

Exploring nature-based solutions — The role of green infrastructure in mitigating the impacts of weather- and climate change-related natural hazards

This report focuses on certain types of extreme events and natural hazards at European scale that will be very likely amplified by ongoing climate change, i.e. landslides, avalanches, floods and storm surges. In addition, the report also touches upon the green infrastructure and ecosystem services contributing to global climate regulation. The analysis is carried out using spatially explicit data centred on the physical capacity of ecosystems to deliver services that can mitigate natural hazard risks.

Exploring the social challenges of low-carbon energy policies in Europe

For climate change mitigation policies to be successful in reducing greenhouse gas emissions their potential social implications need to be considered and addressed. Together with multiple-level governance coordination and societal participation, these are the key success factors to achieve win-win social-climate policies, minimise the unfair impacts of carbon and energy taxes, and maximise environmental and health benefits.

The application of models under the European Union's Air Quality Directive: A technical reference guide

This technical reference guide provides a general overview of the use of models with regard to the consolidated Directive 2008/50/EC on ambient air quality and cleaner air for Europe (the AQ Directive). This report is an output of the Forum for Air Quality Modelling in Europe (Fairmode) established in 2008 as a joint action of the European Environment Agency (EEA) and the European Commission's Joint Research Centre (JRC).

Financing Europe’s low carbon, climate resilient future

The orderly transition to the low carbon, climate-resilient economy that Europe is aiming for is also an investment challenge that depends on a substantial redirection of finance flows towards more sustainable investments. Meeting this challenge and harvesting the associated opportunities requires an improved knowledge base in terms of clear investment information at EU and national levels. Assessing the state-of-play of climate finance tracking in Europe, a recent European Environment Agency (EEA) study indicates that few European countries have translated their national climate and energy objectives into corresponding investment needs and plans.

Financing urban adaptation to climate change

This report shows that, although cities and municipalities across Europe increasingly acknowledge the need to adapt to climate change, meeting the costs of measures for adaptation remains very often a major challenge. Nevertheless, the report presents examples of several cities and municipalities that have found innovative ways of financing adaptation and implementing measures. These range from classic funds to more innovative financing mechanisms, including crowdfunding and green bonds. These solutions could be relevant for other cities, towns and smaller municipalities, and the examples are meant as an inspiration to learn from.

Fiscal instruments favouring electric over conventional cars are greener

Financial incentives and taxes set by countries can encourage consumers to buy passenger cars with lower carbon dioxide (CO2) emissions. An increase in the uptake of electric vehicles reduces emissions of CO2 and air pollutants such as nitrogen oxide (NOx) and particulate matter (PM). Examples from a number of countries show that this uptake can be enhanced by well-designed incentives and taxes. In contrast, tax schemes that promote conventional cars labelled as cleaner do not always result in reduced emissions.

Flexibility solutions to support a decarbonised and secure EU electricity system

This decade will see significant decarbonisation of the EU electricity supply. Brave changes are happening, driven by the expected rapid roll-out of wind and solar power generation in all Member States in response to the Russian war of aggression against Ukraine and Europe's commitment to become a 'net-zero' emissions continent by 2050 (expressed in the 'Fit-for-55' and the forthcoming EU climate target for 2040).

Flood risks and environmental vulnerability — Exploring the synergies between floodplain restoration, water policies and thematic policies

This report focuses on the role of floodplains in flood protection, water management, nature protection or agriculture and the impact of hydromorphological alterations on the ecosystem services that floodplains provide. The aim is to support the implementation of the EU Floods Directive (EU, 2007), in particular with regard to environmental impacts and how these can be linked to climate change adaptation and disaster risk reduction. It looks at synergies between water management, nature conservation and economic developments both in the field and on policy level.

Floodplains: a natural system to preserve and restore

Floodplains are part of Europe’s natural capital, covering 7 % of the continent's area and up to 30 % of its terrestrial Natura 2000 site area. Studies have shown that 70-90 % of floodplains have been environmentally degraded. The objective of this work is to showcase that natural floodplains support achieving multiple EU policy objectives. More specifically to show that natural and restored floodplains provide an alternative to structural measures for providing flood protection, and at the same time support achieving higher quality ecosystem service like improved water quality, improved conditions for biodiversity conservation and improved recreational value.

Fluorinated greenhouse gases 2014

Summary of data reported by companies on the production, import and export of fluorinated greenhouse gases in the European Union. This report is based on submissions for 2014, the first reporting year under the new F-Gas Regulation 517/2014. The new regulation requires, among other things, that companies report on produced, imported and exported quantities of fluorinated greenhouse gases, including mixtures.
