Publications

Our publications present our work and can address single issues, such as state of air quality, or a set of inter-connected or systemic issues, such as the mobility system. EEA briefings consist of short, online assessments, while our reports (presented as web reports or PDFs) are longer and more comprehensive. This page presents EEA publications by default, but you can adjust the filters to see publications published by the European Topic Centres and on our other platforms.

A decade of industrial pollution data

The European Pollutant Release and Transfer Register (E-PRTR) ensures public access to information on pollutant releases to the environment and off-site transfers from Europe’s largest industrial facilities. More than 34 000 facilities, across 33 European countries, report every year to this inventory. A decade after its launch, the E-PRTR harbours data on releases and transfers of 91 pollutants across 65 economic activities. It enables citizens and stakeholders to learn about pollution in all corners of Europe, who the top polluters are and whether pollutant emission trends are improving.

Accelerating the circular economy in Europe

The circular economy is now a widely accepted concept. It goes beyond just managing waste: it is more about keeping the value of materials high and making them last longer in their intended use. It also seeks to design unnecessary material use out of the economy. This requires new business models and a more decisive transition from ownership models to service-based solutions. A comprehensive set of new circularity policies has been introduced at EU level and there is evidence of increased circular activities in EU Member States.

Achieving energy efficiency through behaviour change: what does it take?

This report provides a review of available literature on measures targeting consumer behaviour in order to achieve energy savings. It focuses on: Energy efficiency measures and behaviour change; structural factors - such as the impact of liberalisation and the energy mix and energy tariff structures; the rebound effect.

Adaptation challenges and opportunities for the European energy system

This report explores the historical trends, most recent progress and projected future progress on climate change mitigation through reduced GHG emissions, renewable energy gains and improved energy efficiency. It builds upon data reported by the EU-27 Member States, five EEA member countries and nine Contracting Parties of the Energy Community.

Adaptation of transport to climate change in Europe

Challenges and options across transport modes and stakeholders. This report explores current climate change adaptation practices concerning transport across European countries. It provides an overview on the challenges and state adaptation action, a review of a number of initiatives in different countries, and conclusions on a potential way forward. Its purpose is to stimulate discussions among the many different stakeholders concerned with transport adaptation. Opening the perspective on the transport system and sector as a whole should inspire and encourage learning from practices across modes and areas of responsibility and support efforts to mainstream adaptation within transport-related policy and practices. The factual information collected is based on data available in the Climate-ADAPT information platform, a literature review, case studies provided by many stakeholders, and a questionnaire on transport and adaptation addressed to EEA member countries in 2013.

Addressing climate change adaptation in transnational regions in Europe

Europe’s border regions and maritime areas, like its Arctic and the Mediterranean regions, are facing negative impacts due to climate change. Countries responsible for these transnational areas are already taking action to adapt to changes in weather and climate extreme events (e.g. increased heat waves or heavy rainfalls). This briefing gives an up-to-date overview of how European countries are working together to adapt to climate change impacts in these shared regions, some of which are considered climate change ‘hot spots’ because they are most vulnerable to dramatic changes.

Air Implementation Pilot - Lessons learnt from the implementation of air quality legislation at urban level

Almost three quarters of Europeans live in cities. The air quality in our cities is therefore of significant importance to the health of Europeans. Considerable progress has been made in the past twenty years in improving urban air quality, but issues remain. A number of different air pollutants such as nitrogen dioxide, particulate matter, and ozone remain above regulated levels, posing a threat to human health. This report describes a European pilot project to help identify and address the reasons underlying this 'gap' in implementation of air quality policy in 12 European cities, and thereby draw lessons of wider relevance.

Air quality in Europe — 2011 report

The annual report 'Air quality in Europe' summarises the most recent evaluation of Europe’s air quality status. It is mainly based on air quality measurement data that have been made available officially by 32 EEA member countries as well as 6 EEA cooperating countries. The report includes maps and analyses of air quality status over the calendar year 2009. It also analyses air quality trends over the past years. The evaluation of the status and trends of air quality is based on ambient air measurements, in conjunction with reported anthropogenic emissions. The report summarizes the main effects of different air pollutants on human health, the environment and the climate. An overview of policies and measures at European level is also given for each pollutant. This report reviews progress towards meeting the requirements of the two air quality directives in force as well as the air quality guidelines set by the World Health Organization (WHO). The report is produced in support of European and national policy development and implementation in the field of air quality. It also supports air quality management and informs the general public on the current status and trends of air quality in Europe.
