Publications

Our publications present our work and can address single issues, such as state of air quality, or a set of inter-connected or systemic issues, such as the mobility system. EEA briefings consist of short, online assessments, while our reports (presented as web reports or PDFs) are longer and more comprehensive. This page presents EEA publications by default, but you can adjust the filters to see publications published by the European Topic Centres and on our other platforms.

Urban sustainability in Europe - Learning from nexus analysis

This report presents the detailed analysis of eight urban environmental sustainability nexus. These constitute examples to help understand the complexity of urban systems and explore how, in practice, using nexus analysis can help identifying existing challenges, potential trade-offs and co-benefits on actions to achieve urban sustainability objectives and opportunities to move towards better coordinated and integrated policy and action. Findings have been summarized in the main Urban Sustainability in Europe – Avenues for change report.

Urban Sustainability in Europe - What is driving cities' environmental change?

It is becoming increasingly clear that the complex and interrelated challenges of climate change, environmental degradation and rising inequality will not be solved without a fundamental transformation of our societies. Far-reaching changes are needed to our technologies and infrastructures, cultures and lifestyles, as well as adaptations to the corresponding governance and institutional frameworks. Around the world, these important system innovations are converging in cities.

Urban waste water treatment for 21st century challenges

It is easy to take water for granted. Clean water comes out of a tap, we use the water and then ‘dirty’ water disappears down the drain. In this way, the water that leaves our homes, schools and workplaces is contaminated. For most European citizens, such waste water is collected, transported and then treated at an urban waste water treatment plant, to remove components harmful to the environment and human health, before the water is returned to nature (EEA, 2018). The importance of access to clean water and sanitation is embedded in Goal 6 of the United Nations’ Sustainable Development Goals (UN, n.d). Supplying clean water and collecting waste water has required huge investment across Europe in recent decades. In this briefing, we show that challenges to securing sustainable water in future, such as climate change, present new opportunities for resource efficiency and improved environmental protection.

Using Member States information on policies and measures to support policymaking: energy efficiency in buildings

In line with EU legislation, Member States report information on their policies and measures to reduce greenhouse gas emissions. This information is used to monitor climate action at a national level. It is also important for supporting policy evaluation and informing policy decisions. This briefing presents the results of two case studies analysing policies and measures targeting energy efficiency in buildings.

Using scenarios to improve understanding of environment and security issues

Analysing the security risks resulting from climate change is essential for effective policy-making. The Organization for Security Cooperation in Europe (OSCE) and the European Environment Agency (EEA) is running the joint project 'Security implications of climate change in the OSCE regions' with the aim of improving understanding of the links between global megatrends and environment, and the security of food, fuel and water in different regions. It also aims to enhance cooperation and networking among the main institutions addressing climate security issues. A participatory-based scenario-building approach was used as a tool to help explore the complex and uncertain impacts stemming from climate change. This brochure provides a project overview, which includes the results of workshops carried out so far.

Prevention of hazardous waste in Europe — the status in 2015

The report ‘Prevention of hazardous waste in Europe – the status in 2015’ is the third in a series of annual reviews of waste prevention programmes in Europe as stipulated by the Waste Framework Directive. EU Member States are obliged to adopt waste prevention programmes, while EEA is invited to carry out review on their completion and implementation.

Waste prevention in Europe - the status in 2013

The Waste Framework Directive (2008/98/EC) sets a legal obligation for European Union (EU) Member States to adopt waste prevention programmes by 12 December 2013. The European Environment Agency (EEA) has been asked to review the progress of the 'completion and implementation of the programmes' annually. This report presents a first review of waste prevention programmes across Europe.

Waste prevention in Europe — the status in 2014

The report ‘Waste prevention in Europe – the status in 2014’ is the second in a series of annual reviews of waste prevention programmes in Europe as stipulated by the Waste Framework Directive. EU Member States are obliged to adopt waste prevention programmes, while EEA is invited to carry out review on their completion and implementation. Therefore, this report presents cross-programme comparison, including scope, objectives, targets, indicators, monitoring systems and measures, and policy instruments. The analysis is completed by presenting collection of examples of good practice for 27 analysed programmes.

Waste prevention in Europe: policies, status and trends in 2017

This is the fourth EEA report in a series of annual reviews of waste prevention programmes in Europe as stipulated in the European Union (EU) Waste Framework Directive (EU, 2008). This year's review focuses on reuse and covers 33 national and regional waste prevention programmes that had been adopted by the end of 2017

Waste without borders in the EU? Transboundary shipments of waste

This report presents data on waste shipments within Europe and out of Europe (mainly EU countries are covered) for both so called notified waste (mostly hazardous and problematic waste) as well as for non-hazardous waste. It presents drivers for shipments but also gaps that still exist in our knowledge as regards some waste streams (such as e-waste) or what influence shipments have on the environment. It also presents some illegal shipments issues. A main conclusion is that more detailed reporting on waste shipments to the EU Commission would enable us to obtain a better understanding of shipments and their nature.

Water and agriculture: towards sustainable solutions

This report was initiated following the EEA's 2018 assessment of the status of and pressures on European waters, to highlight the role of agriculture in achieving an improved status of surface water and groundwater in future river basin management plans

Water management in Europe: price and non-price approaches to water conservation

This report explores the historical trends, most recent progress and projected future progress on climate change mitigation through reduced GHG emissions, renewable energy gains and improved energy efficiency. It builds upon data reported by the EU-27 Member States, five EEA member countries and nine Contracting Parties of the Energy Community.

Water resources in Europe in the context of vulnerability

This report describes how the natural cycle of water availability is continuously coming under threat from a variety of different pressures like droughts and water scarcity, pollution, and flood risks which all increase the vulnerability of the freshwater ecosystems and societies. Land use, water abstraction and climate change are human-induced changes that alter the natural flow regimes that exist in water bodies.

Water-retention potential of Europe's forests

This report provides for the first time a European overview of the role of forests in water retention, based on the Water Accounts Production Database developed at the EEA. The results represent 287 sub-basins hosting more than 65 000 catchments across Europe. The impact of forests on water retention is measured according to three parameters/characteristics: forest cover (measured in hectares), forest types (coniferous, broad-leaved, mixed), and the degree of management of the forests (‘protected’ versus unprotected/commercial forests). The estimation of the water-retention potential is derived from the relationships between input (rainfall) and output (water run-off into rivers and lakes) as affected by these three forest characteristics.

Western Balkan Countries - 20 years of cooperation with the EEA

Key developments, achievements and the way ahead. This publication is a short overview of the key developments in and achievements of the Western Balkan countries’ cooperation with the EEA over the past 20 years and a glimpse of the way ahead as the Agency and Eionet celebrate their 25th anniversary. It gives our partners in the Western Balkans the opportunity to describe developments from their perspective.
