Key messages

A lack of monitoring still characterises some areas (e.g. road vehicle malfunctioning and deliberate tampering). The magnitude of impacts from these unmonitored issues is not well understood but is expected to be large.
Real-time monitoring through multiple techniques can fill this knowledge gap, allowing better enforcement of current policies and supporting the development of new ones.
Real-time monitoring of air pollution emissions and energy consumption are solutions that can help identify malfunctioning or non-compliance. In addition, they can provide important information on the environmental performance of the circulating fleet, informing policy development.
Remote oil spill monitoring in maritime transport, realised through a combination of satellite imagery and targeted inspection, has already demonstrated significant potential to reduce illegal spills with real benefits for the environment.
