Notes:
The ‘with existing measures’ (WEM) scenario reflects existing policies and measures, while the ‘with additional measures’ (WAM) scenario takes into account the additional effects of planned measures reported by Member States. These projections were reported in 2017.
Seventeen Member States submitted a ‘with additional measures’ (WAM) scenario. For the other Member States (Austria, Bulgaria, France, Greece, Italy, Malta, Poland, Portugal, Slovenia, Spain and Sweden), the WEM scenario is shown instead. Denmark submitted a WAM scenario that was identical to the WEM scenario. Reported projections were subject to quality checks by the EEA and ETC/ACM.

Each bar represents the sum of annual gaps between historic (2013, 2014, 2015), proxy (2016) or projected (2017–2020) emissions under Decision 406/2009/EC (the Effort Sharing Decision, ESD) and annual emission allocations (ESD targets) for the compliance period 2013 to 2020.
Methodology
Based on:
• 2014 greenhouse gas emissions covered by the ESD as determined following the 2016 comprehensive review of national greenhouse gas inventory data pursuant to Article 19(1) of Regulation (EU) No 525/2013;
• 2015 greenhouse gas emissions covered by the ESD as determined following the 2017 annual review of national greenhouse gas inventory data pursuant to Article 19(1) of Regulation (EU) No 525/2013;
• 2016 approximated ESD emissions calculated by EEA on the basis of:
- Approximated GHG inventories submitted by 31/07/2017 under Article 8 of Regulation (EU) No 525/2013;
- 2017 ETS verified emissions (EUTL extract of 19/07/2017);
- 2015 CO2 emissions from domestic aviation from 2017 GHG inventories;
- 2015 total NF3 emissions from 2017GHG inventories;
• Projections of ESD emissions for the period 2017 to 2020, submitted by Member States in 2017.
