See all EU institutions and bodiesThe indicator shows the trend in total greenhouse gas emissions, excluding those from the land use, land use change and forestry (LULUCF) sector. For comparison, two index lines (1990 value = 100) are included: the first refers to country specific emissions, while the second expresses total EU emissions.
Norway’s total greenhouse gas (GHG) emissions without LULUCF were 46.7 Mt CO2eq in 2023. This is 9.1% lower than in 1990. Transport, oil and gas extraction and industry are the main sources of emissions.
In its nationally determined contribution under the Paris Agreement, Norway has pledged to reduce emissions by at least 55% by 2030 relative to 1990 levels. The country seeks to fulfil its updated nationally determined contribution through climate cooperation with the EU.
A range of policies have been implemented to reduce emissions, such as a CO2 tax and participation in the EU’s emissions trading system. However, various additional mitigation measures are needed to secure Norway’s transition to being a low-emission society.
The Norwegian government annually presents the status of and plans for its climate efforts. The latest official projections estimate the total emissions in 2030 to be 26% lower than in 1990. Further national emission reductions or transfer of carbon credits from the EU or under the Paris Agreement will be needed to reach the 2030 target. A report prepared annually by the Norwegian Environment Agency describes possible mitigation measures, barriers to implementation and policy solutions.
