See all EU institutions and bodiesThe indicator shows the trend in total greenhouse gas emissions, excluding those from the land use, land use change and forestry (LULUCF) sector. For comparison, two index lines (1990 value = 100) are included: the first refers to country specific emissions, while the second expresses total EU emissions.
The graph shows that the total GHG emissions along the time series follow at least two separate trends: before 2005 emissions were increasing, while after 2005 a clear decreasing trend emerged. As shown by the GHG projections, submitted in accordance with Regulation (EU) 2018/1999 by the Member States to the European Commission and EEA and available from Reportnet, emissions are expected to decrease by 45.5% compared with 1990 levels, considering the policies defined in the national energy and climate plan (NECP). Moreover, the EU target does not apply directly to each Member State, but is divided into three parts: emissions trading system emissions (with one common target for the EU as a whole), Effort Sharing Regulation (ESR) emissions (with specific annual emission allocations and a 2030 emission reduction target for each Member State) and LULUCF emissions (with specific amounts for each Member State). In Italy, according to the most recent projections, ESR emissions in 2030 are expected to drop by around 41% from 2005 levels, compared with the target of 43.7%, mainly because of challenges in the transport and building sectors. Emissions trading system emissions are expected to decrease at a higher rate.
