The indicator shows the total net greenhouse-gas emissions (+) and removals (-) for the land use, land use change and forestry (LULUCF) sector.
GHG emissions and removals from the land use, land use change and forestry (LULUCF) sector are reported in the graph above, showing a degree of high variability from 1990 to 2023, significantly influenced by the annual fires and the resultant burned area. The key driver for this sector is the increase in carbon stock changes from forest land (the forest land area has increased by 25%).
Regulation (EU) 2023/839 defines the LULUCF sector targets at the EU and national levels. For 2021–2025, each Member State is to ensure that emissions do not exceed removals, calculated as the sum of total emissions and removals in the land accounting categories. For 2026–2030, the LULUCF target for Italy has been set at – 35.8 Mt of carbon dioxide equivalent (CO2eq).
As shown by Italy’s LULUCF projections, submitted under Regulation (EU) 2018/1999 to the European Commission and EEA (available from Reportnet), LULUCF removals in 2030 are expected to reach – 41.7 Mt CO2eq, surpassing the target of – 35.8Mt CO2eq.
