National adaptation policy processes in European countries — 2014

This report draws on the results of a self-assessment survey conducted on national adaptation policy processes in Europe. In May 2013, the survey was sent out by the European Environment Agency (EEA) to authorities in countries responsible for coordinating adaptation at national level (the EEA 32 member countries, and in Croatia in July 2013 as a new EU Member State and EEA member country). Some 30 EEA member countries provided their responses on a voluntary basis. Thanks to the high response rate and the wealth of information provided by these European countries, this report presents a unique collection of information and the largest and most comprehensive overview of national adaptation policy processes in Europe, to date.

Overview of national climate change adaptation strategies and plans in Europe This table shows which EEA member countries have national adaptation strategies and national adaptation plans in place.
Reported effectiveness of horizontal coordination mechanisms in national adaptation policy processes, relative to stages of adaptation policy process (Questions 12 and 13; 29 responding countries) The graph combines information on countries' perceptions on the effectiveness of their horizontal coordination mechanism together with information on the stage of their adaptation policy process. Bubble sizes indicate the number of countries in a given stage of adaptation policy process with a similar perception of the effectiveness of their horizontal coordination mechanism.
Role of transport in national adaptation strategies and plans At least 21 EEA member countries have developed national adaptation strategies (NAS) or plans and that such strategies are under development in at least five additional countries (Bulgaria, Czech Republic, Estonia, Italy and Liechtenstein). The transport sector is specifically addressed in most of those strategies and plans with some detail (including countries such as Austria, Belgium, Denmark, Finland, France, Germany, the Netherlands,  Poland, Slovakia, Spain, Switzerland and United Kingdom)

30 European countries sent their responses to the self-assessment survey Out of the EEA33 member countries 30 countries respond on the on-line questionnaire with 44 questions. The main areas addressed included the following: the adaptation policy process; level of adaptation and policy instruments in sectors; involvement of stakeholders; next steps for the future.

Climate agreement: towards a low-carbon, climate resilient world The climate deal agreed in Paris by 195 countries is the first-ever universal and legally binding agreement of its kind. The Paris agreement is the result of many years of preparation, dialogue and growing awareness of the need to tackle current and potential impacts of climate change. It constitutes a major and promising step towards building a low-carbon and climate-resilient world. It also sends a clear signal to policy makers and businesses to move away from fossil fuels and invest in clean energy and adaptation actions.
Extreme weather driving countries to adapt to climate change Adapting to climate change has reached the political agenda in most European countries, according to the most comprehensive analysis of adaptation in Europe published to date. Extreme weather events and EU policies were the most common reasons for beginning to address adaptation.

Related briefings

Addressing climate change adaptation in transnational regions in Europe Europe’s border regions and maritime areas, like its Arctic and the Mediterranean regions, are facing negative impacts due to climate change. Countries responsible for these transnational areas are already taking action to adapt to changes in weather and climate extreme events (e.g. increased heat waves or heavy rainfalls).
