Current progress towards EU‑15 Kyoto target
The rolling five‑year average plot for a year Y corresponds to the average of the last five years (Y-4 to Y).

Achievement of a commitment under the Kyoto Protocol requires reducing emissions to a level lower than an assigned amount (total quantity of Kyoto units). Kyoto commitments can also be met by increasing this assigned amount through the use of Kyoto mechanisms and carbon sink removals.
