Note: each bar represents the relative change (in percentage) between each country's base-year GHG emissions and average GHG emissions during the first commitment period of the Kyoto Protocol (2008–2012). For EU-15 Member States, the target represent corresponds to the burden-sharing target.
The figure does not take into account the effects of carbon sinks and flexible mechanisms.
Cyprus, Malta and Turkey are not represented, as they do not have a 2008–2012 Kyoto target.
