Methodology:
Steps for graph were set at 1995, 2000, 2005, 2010 and 2015. If data were missing for that year, the most recent year reported was used for gap filling, e.g. 2013 data used for 2015. This approach was used for up to 9 years of gap filling. To maintain comparability, there needs to be consistency between countries in a group across time, so where there were time gaps of over 9 years, countries were excluded from the graph, namely Cyprus, France, Ireland, Portugal, Slovakia and the Western Balkan countries.
