The LULUCF Emission Factors and Methods Explorer gives access to information related to a selection of emission factors, parameters and methods in use by Member States in their inventories to estimate emissions under the LULUCF sector.
It is designed to support consistent and comparable reporting of greenhouse gas (GHG) emissions and removals in the Land Use, Land-Use Change and Forestry (LULUCF) sector across the European Union.
The explorer provides an integrated environment for consulting emission factors (EFS) and methodological information used by Member States in their National Inventory Reports (NIRS), thereby enhancing accessibility to key data underlying EU climate reporting obligations under the UNFCCC and the EU Governance Regulation (Regulation (EU) 2018/1999).
It is organised around two main components: Emission Factors and Methodologies. It offers several dedicated tabs to browse, compare and download information.

Compare IPCC tables and National Inventories
This section displays the emission factors reported by EU Member States in their 2024 NIRS, alongside the IPCC 2006 Guidelines and 2019 Refinement default values. It enables quick comparison between country-specific and IPCC Tier 1 defaults for several land-use categories and carbon pools, supporting expert assessment of methodological choices and uncertainty considerations.
Emission Factors reported in National Inventories
This tab provides full access to the complete set of emission factors reported in Member States' NIRS.
Users can browse, filter, and download EF values across land-use categories, carbon pools and methodological tiers, based on the submissions to the UNFCCC Common Reporting Format (CRF) tables for the 2024 inventory year.
Emission factors by climate zones and soil types
This tab allows users to explore EFS with reference to the climate zones and soil types defined by the IPCC climate classification. It provides:
a filterable overview of EF values with drop-down filter
interactive maps displaying the distribution of climate zones per EU Member State and soil types
improved comparability for countries operating under similar biophysical conditions
Methodologies
This section presents the full set of methodological summaries reported by the EU in the Annex III of the Annual European Union greenhouse gas inventory 1990-2022 and inventory document 2024.
These summaries compile the methodological approaches used for estimating emissions and removals in LULUCF key categories across all carbon pools.
Member State overview
This tab brings together emission factors and methodologies for each Member State into a single integrated view.

Current Coverage
The current version of the LULUCF Emission Factors Explorer contains:
Emission factors for the Soil Carbon pool as reported in the 2024 National Inventory Reports (UNFCCC submissions, 2024);
Summary methodologies for all LULUCF carbon pools, as reported by the EU in the 2024 EU Inventory Report and Annex III methodological documentation. Future updates will gradually expand coverage to additional pools, categories, and inventory years.
