The share of renewable energy has been steadily increasing for Sweden since 2005. In 2023, the share of renewable energy was 66%, which is above the EU’s binding renewable energy target for 2030. From 2005 to 2022, the increased use of biofuels accounted for the largest share of the increase, which mainly occurred in the industry, transport and district heating sectors. Wind power is the next largest contributor, followed by heat pumps. The increase in renewable energy between 2021 and 2022 was mainly due to the continued expansion of wind power, but also the increased use of solar energy, biofuels and heat pumps.
Energy taxation has promoted the use of renewable energy for heating and transport. The electricity certificate system is another factor contributing to the increasing share of renewable energy. The reduction obligation for petrol and diesel, cost reductions and technological development for wind power and the increased incineration of biogenic waste in district heating are also contributing factors. The reduction obligation will have a dampening effect on the overall increase in renewable energy. This is because the obligation, which was 30.5% immediately prior to the policy change, was lowered to the minimum level for 2024. Even though the government announced in 2024 that the obligation would increase from 6% to 10% as of 1 July 2025, the level remains substantially lower than before, meaning its stimulative effect on renewable energy use is limited.
