Circular material use poses a challenge for Montenegro. The data on this matter are not adequate, and recognised the problem and set goals in order to improve recycling in the country through the implementation of circular economy principles. Thus far, Montenegro has landfilled the majority of its waste, while remaining highly dependent on imports of raw materials and goods. There is an opportunity to improve the conditions by sorting materials and recycling them back . The national goals for 2030 (which were not achieved by 2020) are at least a 50 % recycling rate for materials like paper and plastic coming from households and similar sources, and a 70 % reuse or recycling rate . The national waste management plan also concluded that there is space for great improvement in terms of recycling rates and circular material use. There is also a need for efficiency in various aspects. It is a very ambitious goal for Montenegro to meet the EU target for 2030.
There are a few examples of incentives provided by civil society or non-governmental organisations, mostly for the reuse or recycling of clothes, but there is plenty of space for further engagement.
