The main sources of waste in Luxembourg are excavated soil and mineral waste, constituting 85 % of the total waste generated. However, the volumes of both these types of waste are subject to significant annual fluctuations. As Luxembourg is a small country, major infrastructure projects can lead to peaks in waste generation from one year to the next, as was the case in 2016.
Luxembourg has introduced various measures to reduce the amount of excavated soil and ensure the most effective use of high-quality topsoil in agriculture. More generally, Luxembourg promotes waste recycling and the use of secondary raw materials. The Superdreckskëscht system has made Luxembourg a leader in hazardous waste management and is being further developed (see indicator 9). Ambitious measures have been taken to reduce waste generation for packaging waste and single-use plastic. In addition, measures under the EU Packaging and Packaging Waste Regulation will further reduce packaging waste.
Nevertheless, reducing waste generation remains challenging in a country experiencing high population and economic growth, coupled with an increasing number of cross-border workers, who also generate waste. Therefore, the real focus, at least for municipal waste, is on reducing potential waste (such as packaging) and recycling (see indicator 9).
