A linear increase in final primary energy consumption was observed in Kosovo between 2008 and 2020, averaging 1.4 % a year. Despite the progress in recent years, the long-term trend is not moving .
The sectors consuming the most energy are buildings, transport and industry. High energy consumption by those sectors is related to both gross domestic product and the population, due to a range of factors, including high network losses and the use of inefficient buildings and outdated technologies in residential .
The 2022–2031 energy strategy of Kosovo sets the following main targets for 2030: improving quality-of-supply indicators by 32 %, launching market-based reserve services, reaching at least 170 MW of flexible regulation capacity, decreasing the transmission losses to current EU technical loss ratios, decreasing distribution losses to 9 % technical losses, limiting final energy consumption to the level of 1 877 ktoe, achieving cumulative energy savings of 266.4 ktoe in buildings, including public, private and commercial, and carrying out the certification of 150 .
