The energy consumption in Italy reached its highest point in the period surveyed in 2005, but then there was a downward trend accelerated by the global economic crisis from 2009 to 2014 and the COVID-19 pandemic in 2020. Since 2005, energy consumption has been decreasing by – 1.5% per year for primary energy and – 1.2% per year for final energy. Energy consumption in 2023, at 134.8 Mtoe of primary energy and 118.7 Mtoe of final energy, should be compared with the targets set in accordance with the fit for 55 and repowerEU objectives for 2030: 111 Mtoe of primary energy and 93 Mtoe of final energy. Meeting these goals by 2030 calls for an average reduction of – 2.7% per year for primary energy consumption and – 2.2% per year for final energy consumption, thus doubling the historical average decrease rate. According to the policy scenario issued in the NECP, Italy will need additional policies and measures, especially in the civil and transport sectors, to reduce the energy consumption as required. The projected energy consumption for 2030 is 123 Mtoe for primary energy and 102 Mtoe for final energy. Energy consumption is expected to decrease with the same annual average rate recorded in the past.
