Renewable energy consumption in Estonia is steadily increasing, surpassing the EU average. By 2023, 41% of energy production came from renewable sources. Estonia’s renewable energy potential is mainly manifested in bioenergy-based combined heat and power production and wind and solar energy. Renewables accounted for 31.9% of final electricity consumption, 66.7% of final heat consumption and 9.1% of energy used in the transport sector in 2023. Estonia aims to cover 100% of electricity consumption and 65% of total energy consumption with renewables by 2030.
In 2023, Estonia produced more than half of its electricity from renewable sources for the first time, and, in 2024, renewables accounted for 63% of total power production. Fossil-fuel-based electricity generation decreased in 2024, leading to a slightly lower market price than in previous years, especially in 2022. By 2050, Estonia plans to have achieved climate-neutral electricity production and decarbonised heating, cooling and gas networks.
National and EU-level initiatives, including the energy sector development plan until 2035, the implementation of repowerEU and recommendations from an audit focused on accelerating renewable energy development, support the acceleration of renewable energy adoption.
