There is untapped potential for reaching the energy efficiency target sets in the National Integrated Energy and Climate Plan 2030, which are reductions in primary (17 466 ktoe) and final (10 318 ktoe) energy consumption. In 2023, the final energy consumption was 9.6 Mtoe, which was a decrease of 2.1% from the beginning of the review period (2019) and a decrease of 3.3% from the previous year. From 2022 to 2023, there was also a decrease of 9.2% in gross domestic consumption, which came from fuels and energy, but this marked an increase of 1.2% from 2019 (the base year). In 2023, the largest decreases compared with 2022 came from industry (8.8%), followed by services (6.2%) and households (3.8%), while increases were observed in the transport sector (1.7%) and other sectors (252.6%); the level in agriculture, forestry and fisheries remained unchanged.
