Albania is in the initial stages of the circular economy. The report A Roadmap towards Circular Economy in Albania aims to guide the country in shaping policies for a circular economy, focusing on increasing interinstitutional coordination and cooperation with interested parties to promote the transition. The challenges regarding the application of the circular economy are mainly related to drafting the legal framework in accordance with EU directives, using economic instruments, monitoring circular economy indicators, supporting and adopting circular business models and closing the life cycle of plastics (with a focus on marine litter). Resource productivity in Albania increased between 2016 (ALL 52/kg) and 2022 (ALL 100/kg). In 2022, the internal use of environmental materials (biomass, metallic minerals and concentrates, non-metallic minerals, fossil energy materials, other products and waste) reached a value of about 21.4 Mt, marking an increase of 5.7% since 2021. The largest share of the internal use of environmental materials in 2022 was accounted for by non-metallic minerals (47.4%).
