EIONET questionnaire on national contaminated sites

This is the result of the 2016 questionnaire commissioned by the Eionet Thematic Group Soil, EEA and the European Commission Joint Research Centre, for the revision of the Indicator "Progress in the management of contaminated site in Europe". The 2016 results have been quality-controlled and corrected in 2022, serving as the basis for this indicator update. The Eionet Thematic Group Soil (formerly National Reference Centres Soil) consists of experts from EU Member States as well as EFTA countries, and EU candidate and potential candidate countries (EEA-38).

Natura 2000 data - the European network of protected sites

Natura 2000 is the key instrument to protect biodiversity in the European Union. It is an ecological network of protected areas, set up to ensure the survival of Europe's most valuable species and habitats. Natura 2000 is based on the 1979 Birds Directive and the 1992 Habitats Directive. This version covers the reporting in 2021, revision 1. Two member states, Germany and Ireland, were rolled back to their previous submissions in the European dataset.

Extended wetland ecosystem layer

The dataset “Extended wetland ecosystem” is a derived product of the Corine Land Cover (CLS) layer for the year 2018 which has then been reclassified into 20 wetland classes on the basis of ancillary spatial layers (“Water and Wetness 2018” and “Riparian Zone Layer” Copernicus products, the “Ecosystem types of Europe” v3.1 and “The Global Spatial Water Explorer” datasets). Besides the traditional types of inland and coastal wetlands (i.e. marshes, rivers, lakes, lagoons, estuaries), the layer also covers the forest, grassland and agricultural ecosystems which are seasonally or permanently flooded (i.e. riparian forests, wet grasslands, rice fields) and are therefore considered as wetlands according to the Ramsar Convention definition and typology. This wetland reclassification and mapping considers their hydro-ecological characteristics and provides information about the real spatial extent and distribution of varied wetland habitats.

GISCO - Nomenclature of Territorial Units for Statistics

The 'GISCO NUTS 2021' data set represents the NUTS 2021 regulation and statistical regions by means of multipart polygon, polyline and point topology. The NUTS geographical information is completed by attribute tables and a set of cartographic help lines to better visualize multipart polygonal regions. Public access to the full data set is not possible due to intellectual property rights.

Average travel time to the nearest hospital in minutes

This metadata refer to the vector dataset presenting, for NUTS3 regions, the average travel time to the nearest hospital in 2020. The data has been developed by Eurostat to measure how easily basic services can be reached by the resident population, based on spatial analyses of the location of healthcare facilities, combined with the road network. Healthcare facility were computed (note this could have been across a national border).

The regional seas around Europe are the Baltic Sea, the Barents Sea, the Black Sea, the Iceland Sea, the Mediterranean Sea, the North-east Atlantic Ocean, the Norwegian Sea, and the White Sea. The regional seas are harmonised with existing boundaries established under the Regional Sea Conventions (OSPAR, HELCOM, Barcelona, and Bucharest Convention) and MSFD regions and subregions, as agreed by the Marine Strategy Framework Directive Committee in November 2016.

Air Quality Health Risk Assessments

This data set presents assessment of health risk due to exposure to three main pollutants (PM2.5, NO2 and O3-SOMO35) at NUTS3 and Country levels. In addition, average and population weighted average concentration values are available in the data set for PM10, PM2.5, NO2 and O3 (SOMO35). The calculations are made for years 2005 to 2020. The concentrations data are taken from the ETC/ATNI interpolated maps (ETC/ATNI Eionet Reports 1/2020/ and 1/2021 and references therein). The methodology is as described in ETC/ATNI Eionet Report 10/2021, aggregating at country level.

The primary data is synthesised and aggregated at EU level and used to assess the progress on HFC phase-down made under both EU legislation and the UN framework as part of the Kigali Amendment to the Montreal Protocol.

Greenhouse gas emissions under the Effort Sharing Decision (ESD)

The Effort Sharing Decision (ESD) No 406/2009/EC establishes annual greenhouse gas emission targets for Member States for the period 2013–2020. These targets concern emissions from most sectors not included in the EU Emissions Trading System (ETS), such as transport, buildings, agriculture and waste. Emissions from land use, land use change and forestry (LULUCF) and international shipping are not included. Every year, the EEA coordinates the ESD review of Member States’ greenhouse gas inventories, so that the European Commission can determine compliance with the annual ESD targets on the basis of accurate, reliable and verified emission data. Review reports and final ESD emissions are published by the European Commission. ESD emissions for the period 2005–2012 and for the latest year ("Y-1") are estimated by EEA on the basis of national GHG inventory data and ETS emissions.

A Union approximated greenhouse gas inventory is annually compiled on the basis of the Member States’ approximated greenhouse gas inventories or, if a Member State has not communicated its approximated inventories by that date, on the basis of own estimates.

Approximated estimates for the primary and final consumption of energy in 2021  (EEA 2021 proxies on primary and final energy consumption)

The Energy Efficiency Directive 2012/27/EU (EED) and amending directive 2018/2002/EU establish a common framework for the promotion of energy efficiency within the Union in order to ensure the achievement of the Union’s target of 20 % reduction in energy consumption by 2020 and 32 % by 2030, and to pave the way for further energy efficiency improvements beyond that date. It also calls on Member States to set their own indicative national energy efficiency targets. Since early access to the most recent information on energy consumption is relevant for all stakeholders, the EEA and its European Topic Centre for Climate Change Mitigation and Energy (ETC/CME) produce each year a set of early estimates concerning the consumption of primary and final energy in the previous year, across the EU as a whole and in each Member State. These estimates are compatible with the scope of the energy efficiency targets for 2020 and 2030, and they correspond to the indicator codes PEC2020-2030 and FEC2020-2030 from Eurostat. The current data set concerns the EEA 2021 proxies on primary and final energy consumption (PEC2020-2030; FEC2020-2030).

Approximated estimates for the share of gross final consumption of renewable energy sources in 2021  (EEA 2021 RES share proxies)

The Renewable Energy Directive 2009/28/EC and its recast 2018/2001/EU commit the EU to achieving a 20 % share of renewable energy sources (RES) in its gross final energy consumption by 2020, and 32 % by 2030. They also set a target of 10 % share of renewable energy in transport by 2020, and 14% by 2030. Since early access to the most recent information on the growth of RES is relevant for all stakeholders, the EEA and its European Topic Centre for Climate Change Mitigation and Energy (ETC/CME) produce each year a set of early estimates concerning the RES shares achieved by the countries and the EU as a whole in the previous year. The current data set concerns the EEA 2021 RES share proxies. The cut-off date for most data sources incorporated in the calculation of the approximated RES shares is 31 July of the publication year.

Member States' greenhouse gas (GHG) emission projections

The Governance of the Energy Union and Climate Action ((EU) 2018/1999) requires Member States to report national projections of anthropogenic GHG emissions. Every two years, each EU Member State shall report GHG projections in a ‘with existing measures’ scenario for the years 2020, 2025, 2030, 2035 and 2040, by gas (or group of gases) and by sector. National projections shall take into consideration any policies and measures adopted at Union level. The reported data are quality checked by the EEA and its European Topic Centre for Climate Change Mitigation and Energy (ETC/CME).
