Project Officer – GIS System Management - Temporary Agent (AST3)

The European Environment Agency is organising an open competition with a view to recruiting a temporary agent to work in the area of GIS system management.

Job description:

The primary task will be to support the system maintenance and further development of the EEA geographic information system and spatial data infrastructure. The project officer will join the EEA team responsible for the geospatial information system, namely the data access and management group (IDS3) which is part of the Information and Data Services programme area.  This work will be carried out in close collaboration with the information technology group (IDS5) responsible for system administration, the IT networking and data flows group (IDS2) and the spatial analysis group (BSS2).
The project officer will contribute to projects and activities for gathering, processing, manipulating, disseminating as well as for documenting and understanding quality aspects of the spatial metadata and metadata within the EEA to support the development of a shared European environmental information system.

Functions and duties:

  • GIS system maintenance, including management of software and hardware updates;
  • System surveillance of services for viewing, discovery, downloading and transformation of spatial data;
  • Support to GIS users in-house;
  • Quality control and quality assurance of geospatial data and metadata.

Eligibility:

Education certificates and diplomas:

  • A level of post-secondary education attested by a diploma, or
  • A level of secondary education attested by a diploma giving access to post-secondary education, and appropriate professional experience of at least three years.

Range of professional experience and skills:

  • A minimum of 6 years of relevant professional experience;
  • Good knowledge of  GIS hardware and software i.e. latest ESRI software products ArcGIS, ArcSDE, ArcIMS, and spatial analyst tools;
  • Experience with vector and raster data processing of large datasets using GIS;
  • Good  knowledge of geospatial data management, including RDBMS (preferably Microsoft SQL server);
  • Good knowledge of discovery, upload, viewing and download web services for geospatial data handling in a shared information system;
  • Knowledge of ISO standards relevant for geospatial data handling and the INSPIRE initiative;
  • Good organisational, coordination and communication skills; experience in working with a broad team of experts;
  • Knowledge of English is essential.

FORMAL REQUIREMENTS:

Candidates applying must satisfy the following general requirements on the closing date for the submission of applications:

  • Citizenship of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Romania, Switzerland and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligation imposed by law concerning military service;
  • Meet the educational requirements as described under “Eligibility”.
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages.

Contractual conditions:

The successful candidate will be offered a Temporary Agent contract in accordance with the Conditions of Employment of Other Servants of the European Communities. The duration of the contract will be for an initial time period of four years, renewable.

Selection procedure:

Eligibility of candidates will be assessed according to compliance with all formal requirements by the closing date for the submission of applications.

Eligible candidates whose application shows evidence of all required competences and skills may be invited for an interview, which will be held for the most part in English.

Prior to contract signature, the successful candidate will be asked:

  • to provide original or certified copies of allrelevant documents proving his/her eligibility, including an extract from his/her police file;
  • to undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved.

Request for review:

Candidates who have not been admitted to the selection procedure will be notified by letter. The candidate may ask to have her/his application reconsidered by a sending a request for review to the Chairman of the Selection Committee at the address indicated on the letter within 21 calendar days from the date of the letter of notification.
