The European Environment Agency is organising an open competition with a view to recruiting a contract agent to work in the area of web content management.

The EEA is an agency of the European Union (EU) and one of the decentralised Community bodies. The EEA aims to support sustainable development and to help achieve significant and measurable improvement in Europe’s environment, through the provision of timely, targeted, relevant and reliable information to policy-making agents and the public.

The place of work will be Copenhagen, Denmark.

Job description:

The contract agent’s primary task will be to contribute to the management of the EEA web site by preparing and uploading new content, using a Content Management System (CMS).  The preparation of content also includes layout and preparation of PDF files, as well as proof-reading and consistency and quality checking. While the EEA web site is partly maintained by distributed content management, where thematic experts contribute with content in their respective area, the function of this post is to act as the central webmaster, with own content responsibility for some areas of the website and fulfilling a support function for other content managers. The contract agent will also be responsible for managing and responding to feedback and questions sent to the EEA web master account.

Functions and duties:

  • Upload new content, and update when needed existing content, on the EEA web site, using mainly the Plone Content Management System,
  • Proof-read and quality check texts to be published on the web,
  • Add metadata and catalogue the web content,
  • Manage the EEA webmaster mailbox and follow up issues raised in incoming mails,
  • Provide technical support for EEA web content managers (decentralised content management),
  • Provide support to web quality assurance and control and perform functional tests on the web site,
  • Contribute to optimising content for web publishing,
  • Support search engines optimisation of the web site,
  • Prepare PDF files by layouting content, mainly using the Adobe Creative Suite software (InDesign and Illustrator).

ELIGIBILITY:

Formal requirements:

Candidates applying must satisfy the following general requirements on the closing date for the submission of applications:

  • Citizenship of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Switzerland and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligation imposed by law concerning military service;
  • Meet the educational requirements as described under “Eligibility”;
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages.

 Education certificates and diplomas:

  • Post-secondary education attested by a diploma, or
  • Secondary education followed by three years of professional experience in a field of relevance for the post

 Range of professional experience and skills:

  • Experience of using a Web Content Management System (experience of Zope/Plone would be beneficial),
  • Basic (X)HTML knowledge,
  • Knowledge of web accessibility guidelines and standards,
  • High general IT skills, including professional experience of  MS Office programs (Word, PowerPoint, Excel),
  • Experience of Adobe Creative Suite software (InDesign, Illustrator, etc.),
  • Experience of format conversions, production of PDF files and graphic manipulation,
  • Knowledge of “Writing for the web”,
  • Good knowledge of English,
  • Good communication, networking and presentation skills,
  • Knowledge about environmental issues would be beneficial,
  • Experience in working in a multicultural environment would be beneficial.

CONTRACTUAL CONDITIONS:

The successful candidate will be offered a Contract Agent contract in accordance with the Conditions of Employment of Other Servants of the European Communities. The duration of the contract will be for a limited time period not exceeding four years.

SELECTION PROCEDURE:

Eligibility of candidates will be assessed according to compliance with all formal requirements by the closing date for the submission of applications.

Eligible candidates whose application shows evidence of all required competences and skills may be invited for an interview, which will be held for the most part in English.

Prior to contract signature, the successful candidate will be asked:

  • to provide original or certified copies of all relevant documents proving his/her eligibility, including an extract from his/her police file;
  • to undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved.

REQUEST FOR REVIEW:

Candidates who have not been admitted to the selection procedure will be notified by letter. The candidate may ask to have her/his application reconsidered by a sending a request for review to the Chairman of the Selection Committee at the address indicated on the letter within 21 calendar days from the date of the letter of notification.
