TACIS Project assistant - Contract Agent (Function Group III)


The EEA expects funding for a Commission (TACIS) sponsored project to cooperate with the countries of Eastern Europe, the Caucasus and Central Asia (EECCA countries) in capacity building for environmental monitoring and reporting and the production of a pan-European state of the environment report. Given that the agreement on funding is signed, the EEA is seeking a full-time project assistant for a period of two years (from mid-2005).

Job description:

The project assistant will be responsible for maintenance, organisation and distribution of project information, the dissemination of EEA information to the EECCA countries, the maintenance of contacts with the national contact points in the countries, the organisation of missions and meetings, the production of reports, and will support regular financial and progress reporting.

Functions and tasks:

  • Support the execution of the TACIS project, including contributing to regular financial and progress reporting;
  • Maintain regular contacts with national contact points in the EECCA countries and contributors to the next pan-European state of the environment report; ensure a regular exchange of information and communication;
  • Maintain the project information on the Internet (http://org.eea.eu.int/TACIS/index.html) in cooperation with UNECE;
  • Support the data collection in the EECCA countries for the next pan-European state of the environment report by keeping track of progress and regular contacts with the countries;
  • Support the compilation of chapters for the next pan-European state of the environment report, by producing graphs and carrying out data research.
  • Organisation of missions and meetings, and other administrative tasks.

Eligibility:

  • Education certificates and diplomas:
    • Post-secondary education attested by a diploma.
  • Range of professional experience and skills:
    • A minimum of three years of relevant professional experience;
    • Background in environmental information;
    • Working experience in an EECCA country;
    • Experience in working with a variety of institutions, both national and international;
    • Good communication skills.

GENERAL CONDITIONS:

Candidates applying must satisfy the following general requirements on the closing date for the submission of applications:

  • Citizenship of one of the member countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Romania and Turkey) or of one of the member countries of the EECCA (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Russian Federation, Ukraine, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan).
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility";
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of Russian and English would be an asset.

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The interview will be held for the most part in English.

Recruitment:

The selected candidates shall before recruitment undergo a compulsory medical examination to establish that they meet the standard of physical fitness necessary to perform the duties involved.
