Environmental Accounting Analysts - Contract Agent (Function Group IV)

The European Environment Agency is seeking to recruit environmental accounting experts with a direct expertise in spatial analysis to begin working from 2005-2006. The selected candidates will be employed for a limited time period not exceeding four years.
Successful candidates are professional, creative and motivated. They have very good writing skills and can demonstrate excellence in their chosen field.
The job description and expertise profiles described below have been formulated to attract candidates with a wide range of experience and from different segments of the environmental disciplines with a direct expertise in the domain of environmental accounting in a spatial analysis context.

Job description:

To support implementation of the EEA's activities on spatial analysis, focusing on: further development and application of environmental accounting methods for land cover, land use and ecosystems accounts, in consistency with the General Handbook for Environmental Accounting of UN/Statistical Division and Eurostat.

Functions and duties:

• Support the further development, testing, documenting and validation of environmental accounting techniques for spatial analysis;
• Apply methods and techniques for regular integrated environmental assessments of spatial issues associated with natural and/or anthropogenic phenomena (e.g. take up of land by urban development, agricultural intensification/extensification, the conditions of the ecosystems, climate change);
• Support spatial analysis, specifically comparisons between administrative areas (e.g. regions, countries) and geographical areas (e.g. biogeographic regions, catchment areas).
• Participate in the analysis of the spatial requirements of European and global development initiatives, including thematic strategies on, inter alia, terrestrial systems, urban environment, water management, coastal areas development with particular attention to land-use changes in ecologically sensitive areas;
• Contribute to the development of the EEA spatial information system for the natural, cultural and built environments; assessment of the inter-linkages between strategic and planning policy.

Eligibility

• Education certificates and diplomas:
  • A university degree relevant to the field concerned (e.g. natural/social/economic sciences) ideally with a substantial environment focus;
• Range of professional experience and skills:
  • A minimum of five years of professional experience in the area of environmental accounting, including experience/ expertise in the domain of spatial analysis;
  • A sound knowledge of methods and approaches to environmental accounting and spatial analysis as well as the associated tools (e.g. statistical, GIS);
  • Good networking, interpersonal and communication skills;
  • A good knowledge of European policies and related environmental policies;
  • Proven experience in project management and working with a broad team of experts.

GENERAL CONDITIONS:

• Citizenship of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Romania and Turkey);
• Enjoy full rights as a citizen;
• Have fulfilled any obligations imposed by law concerning military service;
• Meet the educational requirements as described under "Eligibility: Education certificates and diplomas";
• Meet the character requirements for the duties involved;
• Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset.

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The interview will be held for the most part in English.

Recruitment:

The selected candidates shall before recruitment undergo a compulsory medical examination to establish that they meet the standard of physical fitness necessary to perform the duties involved.
