Project Officer - Spatial data infrastructure - Contract Agent (Function Group III)


Purpose of post:


The primary task will be to support the further development of the EEA spatial data infrastructure and the implementation of INSPIRE (Infrastructure for Spatial Information in Europe). The infrastructure will support the spatial analysis of the EEA work programme, Web visualization and map-based Web access to European datasets at EEA and link to other providers of spatial data among our cooperating parties. This work will in particular support and contribute to the Agency's "Neighbourhood" project 2005-2008 (a project aiming at providing Web-access to environmental information in the user's neighbourhood).

The Contract Agent will contribute to projects and activities for gathering, processing, manipulating, dissemination as well as for documenting and understanding quality aspects of the spatial metadata and metadata within the EEA. He/she will also work with defining the interfaces to the dataset of other providers. The Contract Agent will also provide support to EEA project managers for spatial assessment projects.

Functions and duties:


  • Analyses of EEA user requirements for geospatial data, harmonization and standardisation
  • Design of system architecture for deploying interoperable services over the internet, including distributed network of databases, protocols to ensure compatibility and interoperability of data and services
  • Development of common data models of spatial objects for environmental thematic datasets to ensure interoperability within the European Spatial Data Infrastructure.
  • Development of services for viewing, downloading and transformation of spatial data
  • Quality control and documentation of existing datasets and tools to make this metadata accessible through the EEA Data Service

Eligibility


  • Education certificates and diplomas:
    • Post secondary education attested by a diploma
  • Range of professional experience and skills:
    • A minimum of three years' experience in working with IT related projects
    • A strong technical background and experience of software relevant for the respective post
    • Structured approach to planning and undertaking tasks to meet deadlines
    • Good at solving problems and overcoming challenges through cooperation
    • Good networking, interpersonal, communication and presentation skills
    • Knowledgeable about environmental issues and environmental data
    • Experience of working in a multicultural environment is beneficial



GENERAL CONDITIONS:

  • Citizenship of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Romania and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility: Education certificates and diplomas";
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset.

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The interview will be held for the most part in English.

Recruitment:

The selected candidate shall before recruitment undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved. The selected candidate will be employed for a limited time period not exceeding four years.
