Project Officer - Procurement officer - Temporary Agent (grade B5/B4, or relevant grade in the new AST grading structure)


Purpose of post:

To coordinate on a day-to-day basis the Agency's tendering and procurement processes and provide support, assure legality and quality in contracting and tendering. Supervise the overall consistency of management of tendering and procurement plans.

Functions and duties:

Coordination

  • Cooperation and communication with Project Managers, Managing Officers and Legal Adviser;
  • Coordination of the tendering process;
  • Coordination, documentation and standardization in accordance with ICON and our standard contracts.

Tendering procedures

  • Quality assurance of tendering and its processes;
  • Publication of calls centrally in SIMAP and on our web;
  • Follow-up on tendering dates and deadlines;
  • Organizing and attending opening, selection and evaluation committees;
  • Setting up standard procedures and managing them on the intranet.

Other issues

  • Following up changes vis-à-vis procurement and financial regulation;
  • Setting up a procurement register and a register on exceptional cases;
  • Participating in meetings related to procurement;
  • Providing in-house training and help desk.


Eligibility


  • Education certificates and diplomas:
    • Advanced secondary education or equivalent experience;
  • Professional experience:
    • A minimum of three years of relevant experience;
    • Good interpersonal and communication skills;
    • Experience in public procurement;
    • Capabilities in setting up procedures and systems.


GENERAL CONDITIONS:

Candidates applying must satisfy the following general requirements on the closing date for the submission of applications:

  • Be a national of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovak Republic, Slovenia, Cyprus, Malta, and Turkey;
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility: Education certificates and diplomas";
  • Meet the character requirements for the duties involved;
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset.

Closing date for applications:

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The purpose of this interview is, among other factors, to enable the Selection Committee to assess the suitability of the candidate to carry out the duties of the post, to ascertain his/her knowledge of languages, as required in this Notice of Competition, and to assess his/her ability to adjust to working in a multicultural environment. The interview will be held for the most part in English.

Request for review:

Candidates who have not been admitted to the selection procedure will be notified by letter. The candidate may ask to have his/her application reconsidered by sending a request for review to the Chairman of the Selection Committee at the address indicated above within 21 calendar days from the date of the letter of notification.

Recruitment:

The selected candidate shall before recruitment undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved. The candidate must also provide original or certified copies of all relevant documents proving the his/her eligibility including an extract from his/her police file.
