Project Manager – Waste integration – Temporary Agent (A*6, A*7)


Purpose of post:


To develop policy relevant information to support waste management policy, including the Thematic Strategy on the Prevention and Recycling of Waste, and policy evaluation in the area of waste management.

Functions and duties:


  • Initiate, develop and manage integrated assessments on issues related to waste, in particular on waste management, using and developing scenarios and indicators;
  • Strategic development of the overall concept and framework of the Resource and Waste Management topic to be developed by the European Environment Agency paying special attention to the integration of material flows in waste prevention and waste management;
  • Develop studies aimed at evaluating the effectiveness of EU policies on Resource and Waste Management;
  • Contribute to general assessment, sectoral integration reports and briefings of the EEA;
  • Communicate actively the results to those involved in the policy process in the Commission, European Parliament, member countries and NGOs;
  • Maintain relations with the European Commission, (including Eurostat and JRC), member countries, NGOs and industry organisations;
  • Manage the available resources, in particular the agreement with the European Topic Centre/Resource and Waste Management;
  • Lead relevant EEA projects.

Eligibility


  • Education certificates and diplomas:
    • Relevant university degree attested by a diploma
  • Range of professional experience and skills:
    • A minimum of four years of relevant working experience for the grade A*6 and seven years for the grade A*7;
    • Good networking, interpersonal, communication and presentation skills; proven skills in communicating with policy-making organizations and in communicating scientific knowledge to other audiences;
    • Good knowledge of technical issues related to generation, management and disposal of waste, as well as familiarity with environmental scenarios and understanding of indicators and indicator-based reporting;
    • Familiarity with European Union's regulatory framework for waste management and disposal, including a good grasp of policy instruments applied.
    • Knowledge of main environmental policy processes in the EU. Familiarity with the key players (e.g. European Commission, European Parliament) would be an asset.



GENERAL CONDITIONS:

  • Be a national of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Romania, and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility: Education certificates and diplomas";
  • Meet the character requirements for the duties involved;
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset.

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The interview will be held for the most part in English.

Request for review:

Candidates who have not been admitted to the selection procedure will be notified by letter. The candidate may ask to have his/her application reconsidered by sending a request for review to the Chairman of the Selection Committee at the address indicated above within 21 calendar days from the date of the letter of notification.

Recruitment:

The selected candidate shall before recruitment undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved.
