Project Manager - Biological Diversity - Temporary Agent (grade A7/A6, or relevant grade in the new AD grading structure)


Purpose of post:

To develop policy relevant information on nature and biodiversity issues. To manage the European Topic Centre for Biological Diversity.

Functions and duties:


  • Initiate, develop and manage, in cooperation with other bodies, the production of indicators and integrated assessments, taking account of the various pressures on nature and biodiversity and of policy responses;
  • Contribute to assessment, sectoral integration reports and briefings of the EEA;
  • Communicate actively the results to those involved in the policy process in the Commission, European Parliament, member countries and NGOs;
  • Follow European policy developments in the area, in particular within the EU;
  • Maintain relations with the European Commission, member countries and international organisations on nature and biodiversity and nature protection;
  • Responsible for the strategic approach to the development of policy relevant nature and biodiversity information to be provided by the EEA;
  • Manage the available resources and ETC/Biological Diversity
  • Lead relevant EEA projects.

Eligibility


  • Education certificates and diplomas:
    • A university degree relevant to the field concerned;
  • Professional experience:
    • A minimum of three years of professional experience in the provision of information on nature biodiversity to decision makers;
    • A good knowledge of European nature and biodiversity policy and related policies;
    • A good knowledge of available quantitative information on nature and biodiversity;
    • Proven experience in working with a broad range of experts with specific expertise in sectors or environmental issues in the context of integrated environmental assessments;
    • Good networking, interpersonal, communication and presentation skills; proven skills in communicating scientific knowledge to other audiences.




GENERAL CONDITIONS:

Candidates applying must satisfy the following general requirements on the closing date for the submission of applications:

  • Be a national of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovak Republic, Slovenia, Cyprus, Malta, and Turkey;
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility: Education certificates and diplomas";
  • Meet the character requirements for the duties involved;
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset.

Closing date for applications:

Applications sent after the closing date will be rejected.

In the case of applications submitted by post, the postmark stamped on the envelope will serve as proof.

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The purpose of this interview is, among other factors, to enable the Selection Committee to assess the suitability of the candidate to carry out the duties of the post, to ascertain his/her knowledge of languages, as required in this Notice of Competition, and to assess his/her ability to adjust to working in a multicultural environment. The interview will be held for the most part in English.

Request for review:

Candidates who have not been admitted to the selection procedure will be notified by letter. The candidate may ask to have his/her application reconsidered by sending a request for review to the Chairman of the Selection Committee at the address indicated above within 21 calendar days from the date of the letter of notification.

Recruitment:

The selected candidate shall before recruitment undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved. The candidate must also provide original or certified copies of all relevant documents proving the his/her eligibility including an extract from his/her police file.
