Project Manager - Marine and coastal environment - Temporary Agent (grade A7-A6, or relevant grade in the new AD grading structure)


Purpose of post:

To develop policy relevant information on marine and coastal water quality, fisheries/aquaculture and marine biodiversity in the framework of the large marine ecosystems approach. Communication of the information to policy makers.

Functions and duties:


  • Initiate, develop, and manage, in cooperation with other bodies and the project manager on inland water integrated assessments, the production of integrated assessments, indicators and briefings, taking account of the various pressures on the coastal and the marine environment, of policy responses to support the EU marine strategy and other related policies and the large marine ecosystem framework;
  • Communicate actively the results to those involved in the policy process in the Commission, the European Parliament, the member countries and NGOs;
  • Follow European policy developments in the area, in particular within the EU;
  • Maintain relations with the European Commission, member countries and international organisations on issues related to the marine environment (including AMAP, OSPAR, HELCOM, UNEP/MAP, Black Sea Convention, ICES, JRC, FAO, DG Research, World Bank/GEF);
  • Coordination of development of guidelines, quality assurance procedures, and related dataflows and databases for transitional, coastal and marine waters and streamlining of reporting obligations with international organisations (e.g. Eurostat, DG ENV, Marine Conventions);
  • Responsible for the strategic approach to the development of policy relevant information on the marine environment to be provided by the EEA in the field of water framework directive and other water directives, the marine strategy as well as the Common Fisheries Policy (CFP);
  • Contribute to assessment and sectoral integration reports of the EEA;
  • Manage the available resources and the agreements with ETC/Water; and
  • Lead relevant EEA projects.

Eligibility


  • Education certificates and diplomas:
    • - A university degree relevant to the field concerned.
  • Professional experience:
    • - A minimum of three years of professional experience in the provision of information on marine environmental issues to decision makers;
      - Practical experience in integrated assessment of environmental issues;
      - A good knowledge of international marine policy and related environmental and sectoral policies;
      - A good knowledge of quantitative information on the marine environment;
      - Proven experience in working with a broad range of experts with specific expertise in sectors or environmental issues in the context of integrated environmental assessments;
      - Proven skills in communicating scientific knowledge to other audiences.



GENERAL CONDITIONS:

Candidates applying must satisfy the following general requirements on the closing date for the submission of applications:

  • Be a national of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovak Republic, Slovenia, Cyprus, Malta, and Turkey;
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Meet the educational requirements as described under “Eligibility: Education certificates and diplomas”;
  • Meet the character requirements for the duties involved
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset.

Closing date for applications:

Monday 1 March 2004.

Applications sent after the closing date will be rejected. The date of dispatch of e-mail or date of postmark will serve as proof.

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview, the purpose of which is to enable the Selection Committee to complete its assessment of the suitability of the candidate to carry out the duties, knowledge of languages required in this Notice of Competition, and ability to adjust to working in a multicultural environment. The interview will be held mainly in English.

Request for review:

Candidates who have not been admitted to the selection procedure will be notified by letter. The candidate may ask to have his/her application reconsidered by sending a request for review to the Chairman of the Selection Committee at the address indicated above within 21 calendar days from the date of the letter of notification.

Recruitment:

The selected candidate shall before recruitment undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved and must provide original or certified copies of all relevant documents proving the candidate’s eligibility including an extract from his/her police file.
