The Directive on the limitation of emissions of certain pollutants into the air from large combustion plants (LCP Directive, 2001/80/EC) applies to combustion plants with a rated thermal input equal to or greater than 50 MW, irrespective of the type of fuel used (solid, liquid or gaseous).

Plant-by-plant emissions (LCP) and information on derogations

This database contains information on size, combustion technology, energy input, annual emissions (SO2, NOx and dust) and operation under specific derogatory regimes of combustion plants that fall under the scope of Directive 2001/80/EC. Although the reporting requirements were set to start as from 2004, it is possible that the data for the first reported period 2004-2006 contain some gaps. The database however keeps them accessible for transparency reasons.

The database covers plant-by-plant LCP data for 2004 onwards. The last reporting year available is 2013. The plant-by-plant data includes total annual emissions of SO2, NOx and dust (as total suspended particles) and the total annual amount of energy input, related to the net calorific value, broken down in terms of five categories of fuel: biomass, other solid fuels, liquid fuels, natural gas, other gases. 

Derogatory regimes
Directive 2001/80/EC provided a number of derogatory regimes, namely the following:

  • Opt-outs: plants declared for eligibility under article 4(4) of the LCP Directive along with the record of the used and unused time allowed for the plants remaining operational life
  • Article 5 or the provisions of the Nota Bene in Annex III or the footnotes in Annex VI.A of the LCP Directive (Article 15(3)) 
  • Implementation of a National Emissions Reduction Plan (NERP) according to Article 4(6) of the LCP Directive

The database includes information on the matter updated up until 2013 reporting year.
