- The EU emission trading system (ETS) is one of the main and most prominent measures introduced by the EU to reduce its greenhouse gas emissions and reach its target under the Kyoto Protocol. The main source of information on the system at EU level is the Community Independent Transaction Log (CITL). The CITL is a central transaction log, run by the European Commission, which checks and records all transactions taking place within the trading system.
