This briefing is based on 2020 data, the latest year for which data have been reported to the EEA.

Reduction of emissions from large combustion plants since 2004, the first year with reported data, across the three reportable pollutants under the Directive on Large Combustion Plants and its successor, the Directive on industrial emissions. Data are for large combustion plants covered by the Large Combustion Plants Directive (until 2015) and the Industrial Emissions Directive (as from 2016). Data from Croatia are only available as of 2009, while its influence in the overall EU-27 numbers is negligible. Data as of 2016 include a small number of additional plants, due to changes in the scope of reporting, so emissions are not fully comparable before and after 2016. Data were processed to remove outliers and gap-fill missing data.

This document is the annual European Union (EU) emission inventory report under the United Nations Economic Commission for Europe (UNECE) Convention on Long-range Transboundary Air Pollution (LRTAP Convention) (UNECE, 1979). The report and its accompanying data constitute the official submission by the European Commission on behalf of the EU as a Party to the Executive Secretary of UNECE. The European Environment Agency (EEA) compiled the report in cooperation with the EU Member States and the European Commission.

Specifically, it assesses progress towards meeting annual maximum emission levels set for the period 2010-2019, known as 2010 emission ceilings under the National Emission reduction Commitments (NEC) Directive. It also assesses the effort still needed by each Member State to reach the emission reduction commitments for 2020-2029 and for 2030 onwards under the NEC Directive. This briefing is based on 2019 data, the latest year for which data have been submitted.
