Costs of air pollution from European industrial facilities 2008-2012
An updated assessment of the damage cost estimates to health and the environment caused by pollutants emitted to air from Europe's largest industrial facilities.
Counting the costs of industrial pollution
The societal costs or ‘externalities’ of air pollution from large industrial facilities are high and include impacts on human health, ecosystems, infrastructure and the climate. Within the European Green Deal, the European Union is committed to the transition to climate neutrality, alongside a zero-pollution ambition. European industry also has an important role to play in this shift, reinforcing Europe’s credentials as a leader in ‘green’ industry.
Localisation of the 211 facilities accounting for 50 % of the aggregate damage costs from main air pollutants and greenhouse gases (2017)
The figure presents the location of the top 50% polluting facilities in 2017, accounting for damage from main air pollutants and greenhouse gases. Colour code and size of circles indicate the size range of estimated damage. Mortality caused by the main air pollutants has been valued using the VOLY.

Damage costs by country
Health and environmental costs of air pollution from industrial facilities in Europe. Countries such as Germany, Poland, the United Kingdom, France and Italy, which have many large facilities, contribute the most to total damage costs. However, the ordering of countries changes significantly if damage costs are corrected to reflect the output of national economies. Emissions from a number of eastern European countries (Bulgaria, Romania, Estonia and Poland) then become more important.

The costs to health and the environment from industrial air pollution in Europe – 2024 update
The economic costs associated with the negative impacts of air pollution caused by Europe’s industrial plants are substantial. The methods of estimating the damage or ‘external’ costs associated with industrial pollution’s impacts on human health, ecosystems, infrastructure and climate continue to evolve. This briefing presents the latest assessment of the trends in externalities of industrial air pollution caused by over 10,000 facilities during the last decade (2012-2021).
