This report details greenhouse gas emissions for the 15 pre-2004 Member States of the European Union between 1990 and 2002, both by country and by economic sector. It shows that overall emissions fell slightly in 2002 after two years of increase, taking the EU a small step closer to its target of an 8% reduction between 1990 and 2008-2012.
